SSS Unveils Game-Changing Program for Government Workers – Are You Eligible?

In a landmark move to bolster social security coverage for government workers, the Social Security System (SSS) and the Commission on Filipinos Overseas (CFO) have joined forces to implement the KaSSSangga Collect Program. This initiative aims to provide comprehensive social security benefits to Job Order (JO) and Contract of Service (COS) workers within the government sector, who traditionally fall outside the purview of the Government Service Insurance System (GSIS).


Formalizing the Partnership

On March 7, 2025, a Memorandum of Agreement was signed at the CFO headquarters in Quezon City. The ceremony was graced by SSS President and Chief Executive Officer Robert Joseph Montes De Claro and CFO Chairperson Dante “Klink” Ang II. This agreement signifies a mutual commitment to safeguard the welfare of JO and COS workers by integrating them into the SSS framework.

De Claro lauded the CFO's proactive approach, stating, "We commend the CFO and Secretary Ang for taking this initiative to ensure that their JO and COS workers receive the social security protection they deserve." He further emphasized SSS's dedication to supporting CFO's mission of helping overseas Filipinos maintain and strengthen their ties to the Philippines. 


Mechanics of the KaSSSangga Collect Program

Under this program, JO and COS workers at the CFO will be registered as self-employed SSS members. Given their employment status, these workers are not eligible for GSIS coverage, making this initiative crucial for their social security. The CFO will serve as an authorized Coverage and Collection Partner of SSS, facilitating the collection and remittance of monthly SSS contributions through a salary-deduction scheme. 


Comprehensive Benefits for Workers

Enrollment in the SSS opens up a suite of benefits for JO and COS workers, including:

Sickness Benefits: Financial assistance during periods of illness.

Maternity Benefits: Support for female members during pregnancy and childbirth.

Disability Benefits: Aid in cases of partial or total permanent disability.

Retirement Benefits: Provision for a secure post-retirement life.

Funeral and Death Benefits: Assistance to beneficiaries in times of loss.


Additionally, members can access various loan programs, such as salary and calamity loans, offering financial support in diverse situations. They are also entitled to coverage under the Employees’ Compensation Program (ECP) for work-related contingencies. 


Extending Coverage Beyond CFO

The KaSSSangga Collect Program, launched in January 2023, aims to extend social security protection to workers not covered under the GSIS law, including those in national government agencies, local government units, and tricycle operators and drivers associations. 

For instance, over 2,000 workers from the Batanes local government unit became SSS members under this program, showcasing its expanding reach.

This partnership underscores a broader commitment to inclusivity in social security, ensuring that all workers, regardless of employment status, have access to essential protections. As the program continues to grow, it sets a precedent for other agencies to follow, fostering a more secure and equitable environment for all Filipino workers.

EcoWaste Coalition Urges Immediate Withdrawal of Lead-Tainted Reusable Water Tumblers

In a recent alarming discovery, the EcoWaste Coalition has identified reusable stainless steel water tumblers coated with lead-containing paints, posing significant health risks, particularly to children. The organization is calling for the immediate removal of these products from the market to prevent potential lead exposure incidents.


Recent Findings

On March 19, 2025, the EcoWaste Coalition reported detecting high levels of lead in the surface paints of three tumblers purchased from retail stores in Quezon and Taguig Cities, as well as from an online seller. Using an Olympus Vanta M-Series X-Ray Fluorescence (XRF) analyzer, the group found the following lead concentrations:

An 800 ml tumbler featuring a Pikachu character contained 56,750 parts per million (ppm) of lead.

A 380 ml tumbler labeled "Tomotree Cafestyle" had 52,710 ppm of lead.

An 800 ml tumbler with a Winnie the Pooh design showed 37,310 ppm of lead.

These levels far exceed the maximum allowable limit of 90 ppm as stipulated by the Department of Environment and Natural Resources (DENR) under the Chemical Control Order (CCO) for lead and its compounds. 




Health Implications of Lead Exposure

Lead is a potent neurotoxin with no known safe level of exposure. Children are particularly vulnerable, absorbing lead at rates four to five times higher than adults. Even minimal exposure can result in irreversible damage, including neurological impairments, reduced IQ, attention deficits, and behavioral issues. The World Health Organization (WHO) emphasizes that lead exposure can severely harm children's health, affecting brain development and leading to reduced educational attainment. 


Previous Incidents and Ongoing Concerns

This is not the first time the EcoWaste Coalition has raised concerns about lead in consumer products. In November 2024, the organization demanded the removal of 18 spray paint products from store shelves after laboratory tests confirmed lead concentrations exceeding the legal limit, with some products containing up to 114,000 ppm of lead. 

Furthermore, in January 2025, the coalition uncovered additional painted tumblers with dangerously high lead levels, including a "Baby Pooh" tumbler with 10,420 ppm of lead in its yellow paint. 


Regulatory Gaps and Recommendations

The recurring discovery of lead-laden products highlights significant regulatory gaps. The EcoWaste Coalition has urged the national government to designate a specific agency responsible for enforcing the lead paint standard in consumer products like water bottles and tumblers. They also advocate for mandatory labeling to inform consumers and enable informed choices. 


Consumer Guidance

Consumers are advised to exercise caution when purchasing painted reusable water bottles and tumblers. It is crucial to verify product certifications and seek assurance from retailers regarding compliance with safety standards. Choosing products labeled as "lead-free" or "lead-safe" can mitigate potential health risks.

Strengthened regulatory enforcement, coupled with informed consumer choices, is essential to eliminate hazardous substances like lead from everyday products, safeguarding public health, especially that of vulnerable children.

Millennials and Generation Z, encompassing individuals born between 1981 and 2007, now constitute approximately 63% of the voting-age population. 

This surge underscores the critical importance of voter education and awareness, especially among the youth, to ensure a vibrant and informed democracy.


The Youth Surge: A Transformative Force

The voting-age population has experienced a substantial increase, rising from 65.7 million in 2022 to 75.9 million in 2025. Among the registered voters, Millennials (ages 29 to 44) account for 34.15%, while Generation Z (ages 18 to 28) comprises 28.79%. This demographic shift signifies that the majority of voters are now under the age of 45, positioning the youth as a formidable force in shaping the nation's future. 


Empowering Through Education: Initiatives and Collaborations

Recognizing the pivotal role of the youth, various institutions have embarked on initiatives to enhance voter education:

COMELEC and TESDA Partnership: In July 2024, the Commission on Elections (COMELEC) and the Technical Education and Skills Development Authority (TESDA) signed a memorandum of agreement to integrate voter education into TESDA's curriculum. This collaboration aims to equip citizens with essential knowledge about the electoral process, fostering informed participation. 

Bangsamoro Region Engagement: The Bangsamoro Youth Commission (BYC), in partnership with COMELEC, organized voter education forums targeting youth leaders. These initiatives aim to prepare young voters for the region's first parliamentary elections, emphasizing the significance of their participation in shaping governance. 


Institutionalizing Voter Education: A National Imperative

The movement to embed voter education within the educational system has gained momentum. President Ferdinand "Bongbong" Marcos Jr. advocated for the integration of voter education into the K-12 curriculum, emphasizing the need to empower the youth to make discerning choices in leadership. This proposal underscores the administration's commitment to fostering an informed electorate from an early age. 


The Digital Generation: Navigating Information in the Digital Age

Generation Z, often referred to as the "digital generation," possesses unique characteristics that influence their engagement:

Information Access: With unprecedented access to information through digital platforms, Gen Z has the tools to critically analyze political content, enabling them to make informed decisions.

Content Creation: Beyond passive consumption, many youths actively create content, shaping narratives and influencing peers through blogs, vlogs, and social media discussions.

Peer Education: The interconnectedness of the digital age allows young voters to educate and mobilize their peers, amplifying the reach of voter education initiatives.


Challenges Ahead: Ensuring Effective Engagement

While the youth's potential is immense, several challenges must be addressed to harness their full impact:

Combating Misinformation: The digital landscape, while rich in information, is also rife with misinformation. Equipping young voters with media literacy skills is crucial to discern credible sources from misleading ones.

Addressing Apathy: Some youths may feel disillusioned with politics, perceiving it as distant or corrupt. Tailored programs that resonate with their aspirations and demonstrate the tangible impact of their votes can counteract this apathy.

Ensuring Accessibility: For voter education to be effective, it must be accessible to all, including marginalized communities. Leveraging technology and community-based approaches can bridge gaps and ensure inclusivity.


A Call to Action: The Future Lies with the Youth

As the May 2025 elections approach, the onus is on educational institutions, government agencies, civil society, advocacy initiatives such as the Umalohokan Workshops, and the youth themselves to champion voter education. An informed and engaged youth electorate can drive transformative change, ensuring that the Philippines' democratic processes reflect the aspirations and ideals of its younger generations.

In this pivotal moment, investing in comprehensive voter education is not just a preparatory step for an election; it is a foundational pillar for a robust and enduring democracy.
