This recognition, announced during the Asian-Pacific Postal Leaders Forum in Jaipur, India, places the Philippines among the global leaders in postal service development—an extraordinary feat for a nation striving for modernization and efficiency.

The UPU’s 2IPD ranking evaluates postal systems worldwide based on four key criteria: reliability, reach, relevance, and resilience. The Philippines’ ascent from Level 4 in 2023 and 2022 to Level 5 reflects the PHLPost leadership’s unwavering commitment to improving the postal system, ensuring it remains efficient, transparent, and globally competitive.


"When I took office in 2023, we were at Level 4. My goal is to reach Level 6 by the end of President Marcos’ term. Moving up another notch after just a year is a clear sign that the UPU recognizes the progress of the Philippines. This achievement is not just a milestone—it is a reflection of the tireless efforts of the men and women of PHLPost who are dedicated to elevating our postal services through good governance and modernization," said Postmaster General and CEO Luis D. The Philippines’ postal system has gained international recognition for its recent improvements, with Japan ranking 10th globally—a testament to the rigorous standards required to be among the world’s best. To further enhance its efficiency, PHLPost has actively collaborated with global postal leaders, including Japan’s Ministry of Internal Affairs and Communications and Japan Post, to refine mail dispatch and tracking systems. These initiatives have significantly boosted the Philippines’ Integrated Index for Postal Development Score, particularly in terms of reliability.


This improvement is measured through the International Quality of Service (IQRS) system, which assesses a country’s postal service based on:


On-time delivery and compliance with international transit times

End-to-end mail tracking for transparency and security

Data accuracy to ensure seamless operations

Operational compliance with global standards

DepEd Cracks Down on SHS Voucher Fraud: A Battle for Integrity in Education

The Department of Education (DepEd) has launched a full-scale investigation into widespread irregularities in the Senior High School (SHS) Voucher Program. Working alongside the National Bureau of Investigation (NBI) and Congress, DepEd is determined to root out fraudulent activities that have tainted a program designed to provide financial aid to students seeking quality education in private schools.


At the helm of this initiative is Education Secretary Sonny Angara, who, just eight months into his tenure, has taken a firm stance against corruption and inefficiencies within the system. “We will ensure that the SHS Voucher Program remains a tool for educational access, not a loophole for fraud. We are strengthening safeguards, reinforcing accountability, and making sure only rightful beneficiaries receive assistance,” Angara declared.


This bold action comes in response to alarming reports of billing discrepancies, falsified student records, and unscrupulous claims that have bled the program of its intended purpose. During a House committee hearing on March 19, lawmakers were assured of DepEd’s full cooperation in uncovering the truth and preventing future abuses.


A Multi-Layered Defense Against Corruption

Determined to restore public trust in the program, DepEd has implemented a rigorous, multi-tiered verification system to combat fraud. This fortified process includes:


Cross-Checking Voucher Data: DepEd’s Voucher Management System (VMS) is now directly linked to the Learner Information System (LIS), ensuring that only legitimate students are accounted for in billing statements.


Central Office Scrutiny: DepEd’s Central Office (CO) conducts a second layer of validation, flagging any discrepancies between submitted billing records and LIS data. If any inconsistencies are found, payments to schools are immediately withheld until they are resolved.


On-the-Ground Monitoring by PEAC: The Private Education Assistance Committee (PEAC), tasked with overseeing participating schools, conducts post-billing checks to verify student enrollment claims.


Regional and Division-Level Inspections: DepEd’s Regional and Schools Division Offices (ROs/SDOs) have been mobilized to conduct physical school inspections and submit detailed reports, ensuring schools comply with program regulations.


Expanded School Audits: Previously, only 10% of participating schools were subjected to monitoring; now, 20% will undergo verification in a more aggressive crackdown on fraudulent claims.

Audit trails to track all modifications in student records, ensuring complete transparency in data changes.

Meanwhile, DepEd is reviewing proposals for the stricter recognition of private SHS institutions, ensuring that only credible and accountable schools can participate in the voucher system.


“We are taking this seriously,” an anonymous DepEd official stated. “The integrity of the SHS Voucher Program is non-negotiable, and we will not allow it to be exploited.”

In a historic turn of events, former Philippine President Rodrigo Duterte was arrested on March 11, 2025, at Manila's Ninoy Aquino International Airport upon his return from Hong Kong. This arrest was executed under a warrant issued by the International Criminal Court (ICC), charging Duterte with crimes against humanity linked to the thousands of extrajudicial killings during his notorious "war on drugs." 


The operation was tumultuous; Duterte resisted arrest, refused fingerprinting, and threatened legal action against the officers involved. The standoff extended over 12 hours before he was escorted under heavy guard to The Hague, Netherlands, where the ICC is headquartered. 


Duterte's anti-drug campaign, initiated in 2016, has been marred by allegations of widespread human rights abuses, with estimates suggesting up to 30,000 civilian deaths. Human rights advocates and families of victims have long sought accountability, expressing optimism that this arrest signifies a pivotal step toward justice. 


Public sentiment in the Philippines reflects a growing demand for accountability. A Social Weather Stations (SWS) survey conducted from February 15 to 19, 2025, revealed that 51% of Filipinos believe Duterte should be held responsible for the extrajudicial killings associated with his drug war, while 25% disagreed, and 14% were undecided. 


This survey also highlighted regional variations: 62% of respondents in the Visayas and 47% in Mindanao, Duterte's political stronghold, support holding him accountable. 


Furthermore, a December 2023 SWS survey indicated that 56% of Filipinos favored allowing the ICC to investigate drug war-related killings, reflecting an increase from 48% in March 2023. 


The arrest has elicited mixed reactions domestically. Supporters, including political allies and his daughter, Vice President Sara Duterte, have criticized the ICC's actions, questioning its jurisdiction, especially since the Philippines withdrew from the Rome Statute in 2019. However, the ICC maintains it retains authority to prosecute alleged crimes committed prior to the withdrawal. 


This development is also seen as a significant moment for the ICC, which has faced challenges over the years. Duterte's arrest could bolster the court's credibility in addressing international crimes, particularly those involving state leaders accused of severe human rights violations. 


The journey to this point has been arduous, with numerous Filipinos, including human rights activists, legal professionals, and victims' families, tirelessly advocating for justice. Figures such as Catholic priest Flaviano Villanueva, forensic pathologist Raquel Fortun, and Senator Leila de Lima have played pivotal roles in bringing international attention to the alleged atrocities.
