Davao educators celebrate career promotion as DepEd strengthens support systems

DAVAO DE ORO, 06 March 2026 — Education Secretary Sonny Angara led the Ceremonial Oath-Taking of 2,649 educators from the Davao Region at Nabunturan National Comprehensive High School, marking their advancement under the Expanded Career Progression (ECP) program and signaling new milestones in their professional journey.



"Sa pangunguna ni Pangulong Bongbong Marcos, katuwang ang Kongreso, kinikilala natin ang sakripisyo at walang sawang dedikasyon ng ating mga guro at school heads sa pagsusulong ng dekalidad na edukasyon sa ating bansa—kaya’t prayoridad natin ang pagpapatupad ng Expanded Career Progression sa ating bansa," ayon kay Secretary Angara.






"We must ensure that the very foundation of education remains strong—and one way to do that is by further reinforcing and empowering the workforce of the basic education system," dagdag pa niya.



Of the 2,649 promotees, 456 educators are from Davao Oriental, 391 are from Davao del Norte, 358 are from Panabo City, 344 are from Davao de Oro, 283 are from the Island Garden City of Samal (IGACOS), 237 are from Mati City, 195 are from Digos City, 172 are from Davao City, 123 are from Davao del Sur, 69 are from Tagum City, and 21 are from Davao Occidental.



The Department emphasized that both the previous and the recent oath-taking programs form part of the agency’s broader effort to promote 100,000 teachers within this fiscal year—underscoring that strengthening the education workforce system remains a key pillar of the Five-Point Reform Agenda.



Alongside Secretary Angara and members of the Executive Committee, the program was also attended by Davao de Oro 1st District Representative Marica Carmen Zamora-Mabanglo, Governor Engr. Raul Mabanglo, and 2nd District Representative Leonel Ceniza.



After the ceremony, the Education Chief also led the blessing of the new Schools Division Office (SDO) Davao de Oro facility, highlighting DepEd’s continuing commitment to expanding career growth opportunities while fostering better and more supportive working environments for its personnel.



The new building will serve as the home of 7,615 teaching and 739 non-teaching personnel who collectively support 204,682 learners from 456 schools across the province.



"Nagpapasalamat tayo dahil malinaw nating nakikita ang matibay na suporta ng ating mga education champions dito sa Davao Region, at patuloy na nagkakaisa at nagtutulungan ang ating field offices at local government units upang matiyak na mabibigyan ng sapat at makabuluhang suporta ang ating mga guro at mag-aaral," ani Sec. Angara.

This "counterintuitive gap"—the space between human ease and machine complexity—served as the heart of the Second Ateneo Breakthroughs lecture, "Smarter Sight: Building Intelligent Visual Systems for Public Good".


The woman at the center of this technological frontier is Dr. Patricia “Pai” Angela R. Abu, an Associate Professor and Chair of the Department of Information Systems and Computer Science (DISCS) at Ateneo de Manila University. As the leader of the Ateneo Laboratory for Intelligent Visual Environments (ALIVE), Dr. Abu isn't just building faster computers; she is teaching them to "see" with a purpose.






The Alchemy of Interdisciplinary Partnerships

The core philosophy of the ALIVE lab is simple yet radical: computer scientists cannot solve the world's problems alone. Dr. Abu emphasizes that the most powerful machine learning solutions are born from "interdisciplinary partnerships" where doctors, urban planners, and industry experts work alongside engineers.


"Building a reliable machine-learning system requires bridging messy reality and mathematical models," Abu explained during her lecture.


These partnerships are vital because they provide the "domain expertise" that a computer lacks. While a machine can process data at an inhuman scale, it requires a human specialist to teach it which patterns actually matter.


From Lab Benches to Hospital Beds and City Streets

The ALIVE lab’s portfolio reads like a roadmap for a smarter future, with applications that transition from the sterile environment of a laboratory to the high-stakes reality of daily life:



In Healthcare: ALIVE has developed a dental imaging support system and sophisticated deep learning models to detect bone metastasis. These tools act as a second set of tireless eyes for specialists, highlighting subtle patterns that are notoriously difficult to spot at scale.



In Infrastructure: The V-PROBE (Vehicle and Pedestrian Real-Time Observation and Behavioral Evaluation) system is reimagining urban mobility. By monitoring traffic flow and anticipating parking availability, V-PROBE aims to flag congestion risks before they paralyze city streets.


The Challenge of the "Messy Reality"

Why is this work so difficult? Because the real world is "noisy". A "clean demo" in a lab is one thing, but a system that performs under shifting weather, hardware constraints, and high public expectations is another.


To move beyond the laboratory, ALIVE is now prioritizing industry collaborations. These partners provide the crucial "operational environments" and "data pipelines" needed to test if a system can handle the rigors of speed, privacy, and security in the real world.

For decades, the Philippines looked at the stars and saw a distant frontier. Today, it looks at the stars and sees a destination.


In a landmark moment that will be etched into the nation’s history, the Philippine Space Agency (PhilSA) has officially signaled that the archipelago is no longer just an observer of the space race—it is a contender. On March 4, 2026, amidst the high-stakes atmosphere of the Philippines–Korea Business Forum at Conrad Manila, a "Coalition of the Bold" signed a Memorandum of Understanding (MOU) that effectively lays the launchpad for the first-ever Philippine spaceport.


A Strategic Alliance of Giants

This isn't just a government decree; it is a symphony of international cooperation and private-sector muscle. The agreement brings together a powerhouse roster of visionaries:


The Architects: PhilSA and the Department of Information and Communications Technology (DICT).


The Gatekeepers: The Cagayan Economic Zone Authority (CEZA) and Ascend International Gateway, Inc.


The Engineers: South Korea’s Perigee Aerospace, Inc., a leader in high-performance liquid propulsion.


Witnessed by the highest echelons of government—including DTI Secretary Ma. Cristina A. Roque and South Korean MOTIR Minister Kim Jung-kwan—the signing coincided with the historic State Visit of ROK President Lee Jae Myung.


Why the Philippines? The Equator Advantage

The world is realizing what physics has always known: the Philippines is a goldmine for orbital mechanics.


With the vast, unobstructed Pacific Ocean to its east and a prime location near the equator, the Philippines offers a "gravity assist" that most nations can only dream of. Beyond the Launchpad: Building a Workforce

The fire for this mission was sparked months ago. From October to November 2025, PhilSA engineers underwent a grueling, high-intensity know-how transfer and training program in South Korea.


Under the tutelage of Perigee Aerospace, Filipino engineers mastered the "dark arts" of rocket assembly, launch vehicle systems, and propulsion testing. This transition from theory to "hands-on" experience is the bridge toward localized assembly—meaning the rockets of tomorrow won't just be launched in the Philippines; they will be built by Filipino hands.


The Economic Ripple Effect

President Ferdinand R. Marcos Jr., speaking at the forum, underscored that this aerospace surge is the crown jewel of a broader economic awakening.


Investment: Attracting global aerospace firms to Philippine soil.


Infrastructure: Developing "Aviation Industry Economic Zones" led by Ascend International Gateway.


Livelihood: Creating high-tech jobs that prevent the "brain drain" of Filipino scientists and engineers.


"These will ripple into significant partnerships that will generate projects, investments, and of course, livelihood," the President remarked, highlighting a future where the Philippine economy is powered by liquid oxygen and innovation.

As the sun sets over the Manila Bay, the ink on the MOU signifies a new dawn. Through the integration of advanced AI, strategic partnerships with South Korea, and the sheer audacity of the Philippine Space Agency, the nation is preparing to defy gravity.
