PH Unified 911 System Nears Completion; Next-Gen Communications Deployed to BFP, PNP

The Philippines’ Unified 911 Emergency Response System is rapidly approaching full deployment, with cutting-edge communication technologies now in the hands of frontline responders—positioning the country to potentially operate one of the most advanced emergency response systems in Asia.


 


Currently at nearly 60 percent completion, the initiative enables seamless, real-time communication among emergency responders across jurisdictions, significantly enhancing coordination between the Bureau of Fire Protection (BFP) and the Philippine National Police (PNP).








A major milestone was achieved with the rollout of Push-to-Talk over Cellular (PoC) technology by NGA (Next Generation Advanced) 911 Philippines. This next-generation communication solution allows first responders to connect instantly at the press of a button—eliminating delays and bridging communication gaps during critical operations.


 


In November and December, NGA 911 delivered 15,000 PoC-enabled handheld devices and 77 dispatch consoles to the BFP National Headquarters. As of today, these units have been fully distributed to fire stations nationwide, marking a significant leap in operational readiness.


 


The system is part of the NGA911 Nexis Suite—a secure, mission-critical communication platform designed to modernize the country’s public safety infrastructure. The same class of technology is utilized by emergency services in Europe and is currently being deployed in the United States through FirstNet. The Philippines is now poised to become the first country in Asia to implement this technology at scale.


 


Unlike traditional radio systems, PoC devices operate over existing 4G/5G cellular networks, removing the need for line-of-sight or repeater infrastructure. This allows responders to maintain connectivity across vast and challenging terrains, including remote and disaster-prone areas.


 


The system also delivers superior audio clarity, intelligent noise suppression, and priority-based communication—ensuring that critical messages are transmitted clearly and without interruption, even in high-stress environments.


 


Beyond voice communication, the platform supports secure transmission of images, video feeds, text messages, and operational data—providing commanders with real-time situational awareness on the ground. Importantly, the system is fully interoperable with legacy equipment, ensuring continuity while maximizing existing investments.


 


Designed for field durability, the devices feature rugged construction, long battery life, and an IP68 rating, making them resistant to dust, water, and extreme conditions.


 


The deployment also supports the initiative of Department of the Interior and Local Government (DILG) Secretary Jonvic Remulla to enhance transparency through the use of body-worn cameras during fire inspections. The same PoC devices now enable both communication and real-time video documentation for accountability.


 


In addition to the BFP rollout, an additional 5,000 PoC licenses will be deployed to the PNP, further strengthening inter-agency coordination and operational efficiency nationwide.


 


NGA 911 Philippines Country Head Robert Llaguno confirmed that nationwide training and knowledge transfer programs are ongoing for responders, dispatchers, and administrators. Full rollout of the system is targeted by the end of April.


 


“Within just seven months since its launch in September 2025, the project has reached nearly 60 percent completion—with major milestones delivered ahead of schedule. We remain fully committed to completing this initiative on time and in full,” Llaguno said.


 


He added that the joint venture between NGA911 and PLDT is on track to deliver the complete system within the year, ensuring that both citizens and emergency responders benefit from a modern, reliable, and fully integrated emergency response platform.

Enduring spirit of Filipino learners shines as ALS graduates turn second chances into success

MAKATI CITY, 9 April 2026—The remarkable resilience of the Filipino spirit took center stage this graduation season as success stories emerged of learners who navigated extraordinary personal and systemic hurdles to reach their academic milestones.

Among those proving that it is never too late to rise are graduates of the Alternative Learning System (ALS), the Department of Education’s (DepEd) flagship “second chance” program.

Serving as a lifeline for out-of-school youth, working adults, and those in special circumstances, the ALS program is now closely aligned with the K to 12 curriculum, ensuring its graduates hold the same standing as those from formal schools.

Education Secretary Sonny Angara lauded these triumphs as a testament to the department’s mission to bridge the gap between a difficult past and a promising future through programs like ALS.

For 28-year old Alvin James Castillo, determination outweighed adversity as he recently graduated with Highest Honors from the Cauayan City Stand-Alone Senior High School in Isabela province during its recent 4th Graduation Exercises.

Financial hardship previously forced him to put his college education on hold to earn a living. Years later, when he attempted to resume college, Castillo faced heartbreaking rejections from universities because his pre-K to 12 curriculum high school credentials no longer met the new requirements.

He however refused to let the door close on his future. “Through ALS and its flexible scheduling, I was given a second chance at education,” said Castillo, who balanced his studies with various jobs to fund his daily expenses.

His perseverance bore fruit. Castillo credited the ALS program not only for his Senior High School diploma but for motivating him to support his fellow learners in similar straits.

In Vigan City, Ilocos Sur, 25-year-old Camille Raguini shared a similar narrative of hope. After dropping out of high school at age 16 due to poverty, she braved the challenges of the pandemic to return to school through the ALS program at the Ilocos Sur Community College.

Raguini often attended online classes without any school allowance nor a smartphone of her own, relying on the kindness of others to borrow devices.

Motivated by her desire to uplift her family, she worked at her family’s small sari-sari store and snack inn while completing her studies.

Today, she is gainfully employed as a finance clerk in Vigan City and is saving to fulfill her dream of purchasing agricultural land to secure her family’s livelihood.

Both Castillo and Raguini expressed profound gratitude to their teachers for standing by them during their most challenging moments.

“Ang tagumpay nina Alvin at Camille ay patunay na kapag may tamang suporta at pagkakataon, walang hadlang na hindi kayang lampasan ng ating mga mag-aaral para maabot ang kanilang mga pangarap,” Angara said.

“Patuloy nating palalakasin ang ALS para magbigay ng second chance sa mas maraming kababayan natin, para tuparin ang pangarap ng ating Pangulong Bongbong Marcos na walang Pilipinong maiiwan sa edukasyon,” Angara added.

By championing these narratives of perseverance, DepEd reaffirms its dedication to strengthening the ALS as a powerful tool for social mobility, proving that success is defined by the courage to start again and the persistence to see it through.

Angara: Private schools get flexibility on learning delivery during energy crisis

MAKATI CITY, 9 April 2026 — Education Secretary Sonny Angara has allowed private schools greater flexibility in delivering classes and teacher training as schools grapple with rising electricity costs during the national energy emergency.

In a memorandum dated April 7, the Department of Education (DepEd) clarified that private schools may continue holding five days of in-person classes or adopt blended learning to help manage operational expenses while ensuring students continue learning.

The guidance comes as schools face higher energy costs following the declaration of a State of National Energy Emergency under Executive Order No. 110, s. 2026.

“We understand the challenges our private schools are facing. We want to give them the flexibility to manage rising operational costs while protecting the quality of learning,” Angara said.

Under the clarification, private schools shifting to blended learning do not need prior approval, provided they follow the prescribed model and inform their Schools Division Office at least five days before implementation. The report must include the revised class schedule and plans to ensure learning standards are maintained.

Under the guidance on blending learning, for Kinder to Grade 6, schools are advised to limit remote classes to one day a week to protect foundational literacy and numeracy development.

Meanwhile, Grades 7 to 10 learners may engage in up to two days of remote learning per week, and up to three days of remote learning per week for Senior High School learners.

Blended learning combines face-to-face classroom instruction with remote learning, which may be conducted synchronously or asynchronously, with or without digital technology.

DepEd also encouraged schools to adopt flexible formats for teacher training and professional development, including online, asynchronous, or hybrid platforms, to reduce travel and energy consumption.

The flexibility will remain in effect while the national energy emergency is in force, the department said.

At the same time, DepEd reminded schools that face-to-face learning remains the default mode, and any alternative arrangements must continue to meet the required learning standards for students.

Regional and division offices have been directed to monitor how the adjusted learning modalities are implemented in private schools.
