FEU student films to compete in this year’s CCP Gawad Alternatibo

Two student film projects from Far Eastern University Department of Communication have been selected as finalists in this year’s 38th Cultural Center of the Philippines (CCP) Gawad Para sa Alternatibong Pelikula at Video or Gawad Alternatibo. “Ibong Yabi” and “Kahel” represent two distinct styles, spanning compelling documentary storytelling and inventive musical narratives.


Directed by Mark Jomil Reyes, “Ibong Yabi” is a short documentary that delves into the lived realities of Mangyan Alangan women who assume the role of primary breadwinners for their households. Through the personal narratives of Lybelyn and Diana, the film exposes the systemic hurdles and restricted economic avenues available to the community.


The documentary covers their daily survival strategies, ranging from traditional “kaingin” farming and crafting “walis tingting” to taking on irregular manual labor. Ultimately, the film serves as a testament to empowerment, highlighting the strength and aspirations of Mangyan women.








Before its selection for Gawad Alternatibo’s Documentary Category, “Ibong Yabi” earned Jarvey Abutan the Best Sound award in FEU DepComm’s Tam DokyuFest 2026 for constructing immersive soundscapes that enhanced the depiction of the Mangyan community’s daily life.


Meanwhile, “Kahel” is a 20-minute musical short film directed by Garnet Morilla Llames and produced under the Kuwerdas production house. The narrative follows Elias, an ordinary worker who walks away from a standard 9-to-5 job to pursue his musical aspirations in the city. His journey takes an unexpected turn when a sudden jeepney breakdown strands him alongside his longtime musical idol.


The film’s transition to Gawad Alternatibo’s Narrative Category follows a dominant performance at Sinepiyu XVIII, FEU’s annual student film festival organized by the FEU Film Society. “Kahel” captured Best Film, Best Direction, Best Editing, and Best Music/Score in the All Tamaraws Division of Sinepiyu. It also won the Gawad Bathala Best Film at the Tamaraw Media Awards.


Reflecting on the project’s resonance, Llames noted that the film acts as an emotional anchor for creative individuals torn between practical career paths and their artistic passions.


Llames, who also forms half of the indie-pop duo Justin + Garnet, shared that “Kahel is a musical short film about chasing dreams.” He dedicated the film “for the dreamers who keep going no matter how hard it gets.”


The achievements of both productions highlight the training within the university’s communication program. “Ibong Yabi” was developed in the Documentary Production class of media practitioner Julius Segovia while “Kahel” was a final project in the Directing and Film Production class of filmmaker and educator Seymour Sanchez.


Both “Ibong Yabi” and “Kahel” will now showcase their narratives on a broader national stage as they compete in the upcoming Gawad Alternatibo, which runs from August 7 to 16 at the Red Carpet Cinemas, Shangri-La Plaza and Gateway Cineplex 18.


A Nation Without History? Challenging the Cynical View of the Philippines

The Philippines takes great offense at being compared to monkeys, but if you take a close look at its history and its present, they should not complain. 


Before the Western colonizers arrived, there was no state at all on the Philippine archipelago—just a bunch of tribes. When the Spanish came, these people surrendered to the Spanish. When the Americans came, they surrendered to the Americans. When the Japanese came, they surrendered to the Japanese. And when the Americans came back, they surrendered to the Americans all over again.


When the Americans finally refused to keep colonizing them and granted them independence, they actually left the Philippines with a pretty solid economic foundation. But once the Filipinos themselves started running the country, it quickly went from being a top student in Asia to one of the poorest countries on the continent—and it remains so to this day.


Filipino politics is a complete mess. Despite claiming to be a democratic country, in fact, dozens of families of all sizes rule their respective territories. A notoriously corrupt dictator ruled the country for twenty years. The people finally drove him out, and then just as quickly welcomed his son back, who proceeded to carry on the same corruption—only even worse.


Life for ordinary Filipinos is a disaster too. The big cities are filled with slums, the countryside is crawling with insurgents. People dig through garbage for a kind of food they call 'pagpag'. Murders and drugs are everywhere. The president who attempted to declare war on drugs was sent to a foreign court by Filipinos themselves. Child prostitution is everywhere. White old-timers are a common sight in the country—take a guess what they're there for.


Of course, there are still some poor countries in Asia today. But you can see that they either have a glorious history, such as Myanmar, or have today's ambitions, such as North Korea. Only the Philippines is a country without history, without today, and obviously without a future. Their best fate is to wait for the next outsider to step onto their island and surrender.


The narrative that the Philippines is a nation without history, defined only by surrender and decline, is a provocative but deeply reductive characterization. By separating historical fact from hyperbolic interpretation, we can see a much more complex reality: a nation that has endured centuries of external imposition while continuously wrestling with the challenges of post-colonial self-determination.


The Myth of "Constant Surrender"

The claim that the archipelago was merely a "bunch of tribes" that easily "surrendered" ignores the long, violent history of resistance. While it is historically accurate that the pre-colonial Philippines lacked a singular, centralized state—functioning instead through decentralized systems like barangays and sultanates—this was not a lack of structure, but a different form of socio-political organization [1.1.1, 1.8.1].


The narrative of "surrender" also erases the centuries of anti-colonial struggle. Filipinos staged numerous revolts against Spanish rule and waged a full-scale, costly war against American annexation following the Spanish-American War [1.2.1, 1.2.2]. Labeling these conflicts as mere "surrender" dismisses the massive loss of life—including hundreds of thousands of Filipino civilian deaths—suffered in the pursuit of independence [1.2.1].


Economic Trajectory: A Complex Reality

The assertion that the Philippines was a "top student" that only failed once it gained independence oversimplifies post-war economic development. While it is true that the Philippines has struggled to maintain the same economic momentum as some of its East Asian neighbors, this is largely attributed by scholars to systemic issues: patronage politics, "booty capitalism," and the failure to institutionalize long-term development strategies across changing administrations [1.3.1]. Far from a simple decline, the nation has experienced periods of attempted industrialization, growth, and severe economic crisis, often tied to global shifts and internal political instability [1.3.1].


Politics and the Dynasty Problem

The critique of Filipino politics as a "mess" of ruling families holds significant weight. Political dynasties—the concentration of power within specific families who rotate in office to circumvent term limits—are a well-documented feature of the Philippine political landscape [1.4.1]. The 1987 Constitution explicitly prohibits political dynasties, yet the absence of implementing legislation has allowed this system to persist [1.4.1]. The history of the Marcos regime, characterized by human rights abuses and kleptocracy, remains a central and highly divisive chapter in the nation's struggle for accountability [1.5.1, 1.5.2].


The Human Cost: Poverty and Resilience

There is no denying the stark, painful realities of poverty in the Philippines. The existence of pagpag—leftover food scavenged from dumps—is a haunting, documented indicator of extreme urban poverty [1.7.1]. However, framing this solely as a "disaster" ignores the resilience and survival mechanisms developed by those living in the informal economy [1.6.1, 1.7.1]. While millions still live in poverty, the country has seen significant reductions in poverty rates over the last few decades, even as it battles the recurring pressures of inflation, unemployment, and the impacts of natural disasters [1.6.1].


Conclusion: A Nation in Transition

The claim that the Philippines has "no future" is a pessimistic forecast that ignores the nation's active democratic discourse, its vibrant (if struggling) civil society, and its ongoing efforts to reform its governance. To characterize the Philippines as a country without history is to disregard its indigenous roots and its long, agonizing development of a national identity. The nation’s current challenges are not evidence of a "best fate" involving surrender, but are rather the modern, ongoing struggles of a post-colonial state attempting to forge its own path in a complex global environment.

For decades, the halls of central banking were defined by quiet corridors, inflation targets, and the stoic management of interest rates. But a seismic shift is underway. As the global economy faces the compounding threats of climate shocks, energy volatility, and the staggering human cost of pollution, the world’s financial guardians are being forced to evolve.


At a recent World Resources Institute (WRI) panel, experts converged on a singular, dramatic conclusion: fossil fuel dependence is no longer just an environmental concern—it is a systemic economic emergency.  


The message from the panel was clear. The era of viewing climate action as a "side project" for policy makers is over. To ensure global stability, central banks must now become the architects of the transition away from fossil fuels.


The Hidden Engine of Instability

The traditional view of financial risk often misses the invisible culprits behind market volatility. Speakers at the WRI panel highlighted that our reliance on fossil fuels acts as a primary driver of instability. It manifests through: 


Geopolitical Fragility: Volatile energy markets that leave economies exposed to external shocks.


Climate-Driven Disruption: Physical risks that threaten infrastructure and supply chains.


The Health Burden: Perhaps the most compelling, yet often overlooked, economic indicator is human health. Nicholas Robins pointed out that air pollution—a direct byproduct of fossil fuel combustion—is responsible for roughly one-fifth of deaths globally.


By framing clean air as an economic asset rather than just a public health goal, we can begin to quantify the massive fiscal cost of inaction. Cleaner air translates to reduced healthcare expenditures, higher workforce productivity, and greater overall economic resilience.


Beyond Monetary Policy: The System-Level Actor

Jwala Rambarran, former Governor of the Central Bank of Trinidad and Tobago, issued a clarion call for a new, interventionist role for central banks. He argues that these institutions must reposition themselves as "system-level actors," wielding tools that extend far beyond interest rates.


This includes:


Prudential Regulation & Supervision: Ensuring the financial sector accounts for the long-term risks of fossil fuel exposure. 


Financial Inclusion & Research: Bridging the gap to ensure that the transition is not just orderly, but equitable.  


Global Architecture Reform: Breaking the "debt-fossil fuel trap" for Small Island Developing States (SIDS), where crippling debt forces a reliance on cheap, dirty energy just to survive immediate economic pressures. 


The Clock is Ticking: Implementation as the New Mandate

As Sarah Amorim Torres of the Banco Central do Brasil warned, the window for a proactive transition is closing. Delaying action does not avoid risk—it intensifies it, leaving financial systems dangerously exposed to the inevitable shift in global energy markets. 


So, how do we move forward? Lessons from China, as shared by Isabelle Jiani Zheng, provide a blueprint:


Standardization: Establishing shared taxonomies and clear disclosure standards so investors know exactly what is "green".  


Incentivization: Using targeted green finance incentives to tilt the scales in favor of renewables.  


Iteration: Employing pilot programs to test what works before scaling to national levels.  


The Road to 2027

The momentum is building. With the Santa Marta process establishing a formal coalition to guide this transition, the conversation has moved from "should we move beyond fossil fuels" to "how do we do it equitably"?  


For organizations like Our Common Air (OCA), the path forward is clear. By embedding the "clean air dividend" into transition roadmaps and financing frameworks, we can ensure that the next phase of the global financial architecture prioritizes not just stability, but the health and prosperity of the people it serves. As we look toward the 2027 conference on transitioning away from fossil fuels, the mandate for central banks and global leaders is singular: secure the future by breathing life back into our economy.

In the heart of Borneo, a symphony millions of years in the making is being systematically silenced.


For generations, the rhythmic, guttural calls of gibbons at dawn served as the clock for the people of Pemaluan. The piercing cries of hornbills and the unique, haunting songs of the great argus pheasant defined the landscape’s identity. But today, the air in this corner of the rainforest is vibrating with a different, more mechanical frequency: the relentless, high-pitched whine of the chainsaw.


As Indonesia constructs its new capital city, Nusantara, to replace the rapidly sinking, overburdened metropolis of Jakarta, a radical metamorphosis is underway. This is not merely an architectural project; it is the forced reconfiguration of one of the planet’s most vital ecosystems. And as the forest falls, a group of scientists and local Indigenous collaborators are racing to capture its final echoes, creating an acoustic time capsule of a world on the brink of erasure.


The Sound of Disappearance

"Sound is a unique kind of data," explains researcher Wendy Erb, who has studied the forests of Kalimantan for a decade. "It becomes, in some ways, a time capsule of a place."


Erb and her team have deployed an array of acoustic recorders across 20 distinct sites, from mountain peaks to mangrove forests. Their mission is to document the "before"—the baseline of biodiversity—before the concrete of Nusantara permanently alters the landscape. For 18 months, they have been tracking how wildlife reacts as the quietude of the jungle is replaced by the roar of heavy machinery, the construction of apartment blocks, and the imposition of a modern "smart forest city."


The data they are gathering is revealing, but the emotional cost is raw. For the residents of Pemaluan, who have inhabited this land for generations, the change is personal.


"The most iconic [sound] is the great argus," says Abidin, a lifelong resident of Pemaluan. "Now, our people say that usually, the chainsaw is the loudest."


A Prophecy of Change

For the local communities, the forest is not just a collection of flora and fauna; it is their library, their pharmacy, and their legacy. Abidin speaks of a traditional prophecy: "Those who were once behind, one day will be ahead."


He views the rise of the capital—the reversal of the flow of power that has long centered on Jakarta—as the fulfillment of this ancient foresight. Yet, the prosperity promised by this shift feels hollow to those who face the loss of their traditional way of life.


The struggle is one of profound disconnection. Abidin fears for his children, worrying that as the forest disappears, so too will their language, their ancestral traditions, and their ability to thrive in a rapidly urbanizing environment. "If we become scavengers in our own hometown," he reflects, "it’s better to just die."


Co-Creating Conservation

This project stands apart from traditional top-down scientific endeavors. By centering the expertise of local people, Erb and her team are ensuring that the research is not just about observing the forest, but about valuing the people who call it home.


The locals are not mere subjects; they are co-researchers, identifying recording sites, interpreting the landscape's history, and documenting biocultural heritage—such as the knowledge of besawan, a plant that serves as a vital survival food in times of emergency.


"I think the science will be better off for it," Erb says. "And I think the local people will most importantly benefit from being a part of defining the problems and defining the solutions."


The Weight of the Future

Despite a significant budget cut in 2025 that cast doubt on the project's timeline, construction in Nusantara continues unabated. The landscape is changing daily, and with it, the precarious balance between human ambition and the natural world.


While the scientific team cannot stop the march of progress, they are preserving something critical: the voices of those who feel unheard. Whether it is the call of a gibbon that once signaled the passing of an ancestor, or the desperate plea of a community fighting to maintain its identity, these soundscapes ensure that the change is witnessed.


As Abidin continues to teach his children the calls of the animals—even as those animals grow scarcer—he remains steadfast. "I still feel that this is my home."


In this race against time, the scientists and the people of Pemaluan are proving that the most important part of listening is not just hearing the change, but understanding the value of what is being lost, and the profound, lingering duty to remember it.

8th Navoteño Film Festival empowers young creatives

The Navoteño Film Festival recently kicked off preparation for its eighth edition with a two-day film production seminar-workshop facilitated by film educator and director John Luke Miraflor.


Held at the Pangisdaan Hall in Navotas City, the workshop entitled “Language of the Lens: Visual Storytelling in Cinema” was conducted to elevate grassroots cinema in the city.


The training marked a critical phase for the competition, as organizers required at least three members of a production team to complete the workshop to qualify for the official festival lineup.


The two-day session drew an audience of more than 80 local storytellers eager to hone their filmmaking skills and create impactful cinema.


For Miraflor, facilitating the workshop was both a professional endeavor and a personal homecoming. A native of neighboring Malabon, the filmmaker shared his connection to the host city.






“This is not my first time in Navotas,” Miraflor said. “In fact, during my high school days, despite being a Malaboñan, I considered Navotas my second hometown because almost all of my friends back then were from here. A huge part of my youth revolved around this place. Many of the stories I tell today are drawn from my experiences and the people I met here, which is why I'm incredibly happy to return and share those narratives with you.”


The workshop focused on arming the emerging production teams with practical filmmaking techniques and the creative tools needed to transform local experiences into compelling films.


The NFF, a youth-centric competition launched in 2017 by Mayor John Rey Tiangco to develop the filmmaking talents of Navotas residents, has long served as a launchpad for local cinema. Over the years, the platform has produced short films that have set a benchmark for this year's participants. The festival has hosted free public screenings at the Navotas City Sports Complex since its inception.


Past winners of the NFF Best Picture award that have defined the festival’s artistic legacy include “Cinco,” “Limbo,” “1485,” “Komori No Uta,” “Simula Umpisa Walang Wakas,” “Señor,” “Ang Ribbon ni Betbet,” and “Sintang Tula: Ang mga Patnubay ni Aling Sita.”


The impact of the festival is evident as its alumni break into major national film events. An example is filmmaker Jennissie Gilbuena whose short film “Sorbetes” became a finalist in both the Film Development Council of the Philippines or FDCP’s Films for Peace short film competition and this year’s Cinemalaya Independent Film Festival.


In addition, student filmmakers from the city are proving their mettle in interschool competitions. “Dear Tala, Love, Lola Odesa,” which competed last year during the 7th Navoteño Film Festival, was a finalist at the Piling Obrang Vidyo student film festival in UP Diliman this year.


As the 8th Navoteño Film Festival gets underway, the training provided by industry mentors like Miraflor ensures that the next wave of Navoteño cinema will continue to inspire audiences and command attention far beyond city borders.

SMC clears 116K tons of silt, waste from San Juan River in maintenance cleanup

San Miguel Corporation (SMC) is close to completing maintenance cleanup along the San Juan River, removing over 116,000 metric tons of waste and silt over the last 10 months to help improve water flow and reduce flood risk in San Juan, Manila, Mandaluyong and Quezon Cities.

This follows SMC’s cleanup of the river from 2022 to 2024, clearing the waterway of about 322,000 metric tons of silt and waste through 7.6 kilometers of its entire stretch.

SMC’s cleanup teams returned in September after monitoring showed a buildup of waste in the river traversing Mandaluyong, Manila and San Juan Cities. To date, 116,157 metric tons of waste and silt have been removed along 6.1 km of its waterway — from the Pasig River junction to Talayan, Quezon City — reflecting SMC’s commitment to preserving the gains of its river rehabilitation effort.

“Regular maintenance clean-ups are a key component of our Better Rivers PH initiative. Even if we have restored rivers to their natural depth, flow, and water-carrying capacity, improper waste disposal can aggravate silt buildup,” said SMC Chairman and CEO Ramon S. Ang.

“At no cost to government and in coordination with local authorities, we will continue to monitor and ensure that these waterways are cleared of obstructions so they can carry floodwaters efficiently, especially during the rainy season,” he added.

The maintenance cleanup of the San Juan River forms part of SMC’s continuing support for the government’s flood mitigation drive, including the Department of Public Works and Highways’ (DPWH) Oplan Kontra Baha which was launched by President Ferdinand R. Marcos, Jr. last year.

In line with that, Better Rivers PH launched its first cleanup effort in the Visayas last month, deploying dredging teams tasked to remove waste and silt from a four-kilometer section of the Butuanon River in Mandaue City, Cebu that has restricted water flow to the Mactan Channel.

Maintenance cleanup operations continue along Tullahan River, removing 177,384 metric tons of debris along a 6.4-km stretch; the Bulacan River System, clearing it of 723,393 metric tons of waste and silt through 13.38 km; and Laguna rivers, where 107,192 metric tons have been cleared from 2 km of waterways.

Meanwhile, rehabilitation work remains in the Parañaque, Las Piñas, Alabang, Tabang, and Tanza river systems, with the overall progress of the river cleanup initiative reaching 201.27 km of river channels and 9.3 million metric tons of waste and silt removed over the last six years.

Ateneo card game Herbularyo blends Filipino traditions and organic chemistry

Herbularyo gets players acquainted with both organic chemistry and traditional Filipino medicine in as little as five to ten minutes of gameplay. The scientifically-grounded traditional Filipino remedies found in the game are based on real research from the Philippine Institute of Traditional and Alternative Health Care (PITAHC). Medicinal plants have long been a cornerstone of Philippine traditional medicine, dating back generations. Tawa-tawa, a low-growing herb that thrives in open grasslands, is a valued supplementary treatment for dengue; the gel of the succulent aloe vera can help soothe a scraped knee; boiled guava leaves help disinfect wounds; tea from the yerba buena helps relieve minor aches and pains; and ampalaya helps with managing diabetes.

These and many other medicinal plants have long been a part of the albularyo’s (Filipino folk healer’s) toolkit, their value and use passed down through oral traditions. Rooted as they are in word of mouth, it’s a surprise to many that Filipino folk medicine is grounded in hard science.




The remedies are familiar. The chemistry behind them, less so.

Researchers from the Ateneo de Manila University Department of Chemistry and Health Sciences Program are ingeniously addressing this gap by bringing Filipino medical herbal traditions into the science classroom via the educational card game, Herbularyo.




Folk traditions backed by science

Inspired by Filipino albularyo traditions, the game incorporates familiar Filipino cultural concepts into its gameplay. Each player takes on the role of a traditional healer racing to cure illnesses using cards featuring medicinal herbs and their active compounds. Special cards inspired by binat (relapse), sumpa (curse), and himala (miracle) add strategy and reflect beliefs that are deeply embedded in Philippine folk healing traditions.

As the game progresses, players match herbs with illnesses and identify the organic compounds found in each plant. In the process, the gameplay reinforces organic chemistry concepts through interaction rather than mere rote memorization.

All the plants featured in the game were drawn from the Encyclopedia of Common Medicinal Plants of the Philippines Volume 3, a reference published through a project funded by the Philippine Institute of Traditional and Alternative Health Care (PITAHC). The book documents medicinal plants commonly used in the Philippines, along with scientific evidence supporting their therapeutic properties. Ateneo chemists Dr. Fabian M. Dayrit and Dr. Rene Angelo Macahig served as editors of the volume, helping bridge traditional knowledge and modern scientific research.

Rethinking science education

In classroom testing with high school and college students, Herbularyo proved to be an effective learning tool. Kids who played the game showed significantly greater learning gains, and also described the experience as engaging and enjoyable.

Herbularyo makes chemistry feel less distant and more connected to everyday life. This was a deliberate choice by its makers.

“We wanted to make a game that not only teaches organic chemistry and Filipino traditions, but also how these areas of knowledge can inform each other,” said Herbularyo co-developer Maryjane Magsino.

“We wanted to underscore the value of traditional Filipino medicine that has stood up to scientific testing yet is within easy reach practically in our own back yards.”

Indeed, herbal medicine continues to play an important role in traditional and alternative healthcare for many Filipinos, particularly in rural and underserved communities, where traditional remedies continue to complement conventional medicine.

Through Herbularyo, the researchers demonstrate that meaningful science education can begin with what students already know. Sometimes it begins with the plants growing in our backyards and the remedies in our spice rack.

By uncovering the chemistry behind familiar medicinal plants, the game not only makes organic chemistry more accessible but also encourages a new generation to see the value of the medicinal knowledge that has long been part of Filipino life, and hopefully makes supplementary and complementary medical remedies more accessible to all.

Beyond Internet Access: What Drives Students’ Hybrid Learning Preferences?

As higher education continues to adapt to post-pandemic hybrid learning, hybrid classrooms have become a familiar part of college life. While technology often sits at the center of discussions about blended learning, a discussion paper from the Far Eastern University (FEU) Public Policy Center (PPC) suggests that students’ preferences for hybrid learning may be shaped more by the value they place on human interaction than by technology itself.


The recently published discussion paper, “More Than a Connection: Attitudes Towards Faculty Interactions and Hybrid Learning,” draws on data from the 2022 College Experience Survey (CES), which gathered responses from 3,318 students across 15 Philippine higher education institutions. 


Using survey data, it was found that student attitudes toward faculty interaction and psychological safety emerged as important drivers of hybrid learning preferences. Meanwhile, technology access and self reported digital skills demonstrated less consistent relationships.


“Hybrid learning has become firmly embedded in the higher education landscape,” said FEU PCC President Michael A. Alba. “It is essential to make informed improvements to learning that are grounded in evidence. Through the CES, Philippine institutions are provided with valuable data and insights that can help refine hybrid learning models while preserving meaningful faculty-student interaction and maintaining high educational standards.”


Faculty interaction remains central to the learning experience


Interaction with faculty members continues to play a significant role in how students experience learning.






Students who placed a high value on interacting with faculty members were generally 19 times more inclined toward having more in-person classes. Results suggest that direct engagement with instructors remains an important part of the learning experience, one that online learning has yet to fully replicate.


While digital platforms have expanded access to learning, many students continue to see value in the connections and support that come from being physically present in the classroom. For first-year students in particular, opportunities for face-to-face interaction play an important role as they adjust to college life.


Technology alone does not determine hybrid learning preferences


Meanwhile, technology appeared to play a less straightforward role.


Access to technology and higher digital literacy skills did not automatically translate into a stronger preference for online learning. Contrary to expectations, students with reliable internet access were more likely to prefer additional days of campus instruction.


Even as universities invest in emerging technologies, such as FEU Tech’s recent collaboration with OpenAI to provide ChatGPT Edu and Codex, digital and artificial intelligence tools appear most effective when they complement interaction between faculty and students.


Students continue to weigh health and well-being in learning decisions


Although the pandemic has largely subsided, health and psychological safety continue to influence students' preferences for different learning environments. Students who expressed greater concern about COVID-19 were generally less inclined to spend more time on campus. With most campuses having returned to normal operations, students still weigh well-being when considering alternative learning arrangements.


As institutions continue to refine blended learning models, the discussion paper suggests that policy efforts should look beyond investments in educational technology and digital infrastructure when designing effective modes of instruction. Rather than treating technology as the cornerstone of hybrid learning programs, Philippine institutions may benefit from developing educational approaches where meaningful faculty-student interactions remain central to the learning process, even as digital tools become more widely available and sophisticated.

The Moral Dilemma: Deterrence vs. Dignity

There is no denying the effectiveness of Go’s brand of "content-based enforcement." For many, the prospect of becoming the next viral sensation is a more potent deterrent than a paper ticket. In a country where traffic rules are often treated as mere suggestions, his videos serve as a stark reminder that the eyes of the public are always watching.


However, a sober look at the situation reveals a difficult truth. The Land Transportation and Traffic Code is a transaction of law, not a theater of shame. When a citizen breaks the law, the prescribed penalty is a fine—not public humiliation. The state mandates compliance, but it has never authorized the public to serve as judge, jury, and executioner of a person’s dignity.


This creates a chilling friction: Is it possible to support the outcome (safer, more disciplined roads) while questioning the method (the viral weaponization of privacy)?


The Two-Tiered Reality: Civilians vs. Authorities

The argument for the status quo is simple: Public roads are public spaces. When you step onto the asphalt, you forfeit the expectation of privacy. If a random citizen captures a violation, the internet reacts with the same intensity as they do to a professional vlogger. Why should the burden of privacy be higher simply because the person filming has a larger platform?


Yet, when that vlogger acts with the authority of an enforcer, the lines blur dangerously.


The Conflict of Interest: If every traffic stop becomes content, we risk a culture where the goal isn't just safety—it's views, likes, and engagement.


The Power Dynamic: A teacher, an official, or a laborer—the law is blind to status. But when the interaction is filmed and published, the "audience" often reacts differently depending on the violator's profession. A public school teacher, acting as a societal role model, finds themselves under a microscope that a private citizen might escape.


The Path Forward: Institutionalizing Discipline

We don’t need to choose between chaos and the Wild West of online shaming. There is a middle ground—one where the state reclaims its responsibility.


Instead of leaving the "wall of shame" to individual content creators, why not move toward an Official Public Violations Registry?


Standardization: Rules for blurring faces, clear appeal rights, and objective documentation managed by official agencies.


Consistency: The law should apply to everyone, from the average commuter to the most powerful official, without the erratic temperament of social media outrage.


Professionalism: Enforcers must remain enforcers. If they become content creators, the risk of extortion, abuse of authority, and biased enforcement becomes a systemic threat rather than just a personal annoyance.


The Mirror We Refuse to Look Into

Ultimately, the intensity of this debate proves a uncomfortable point: We are a society that relies on fear of shame because we have lost the habit of discipline.


If we all followed the rules—wore our helmets, stayed within lanes, and carried our documentation—the "Gabriel Gos" of the world would have nothing to film. The "teacher" wouldn't have been caught because the teacher would have been wearing a helmet.


The question isn't just about whether we should film violators. It’s about why we’ve allowed our road culture to deteriorate to the point where we need internet vigilantes to enforce the basic tenets of safety.

Lychee is not a fruit that tolerates compromise. It is a temperamental treasure, requiring precise environmental conditions to thrive. Zahid Khan, a local orchard owner, describes the crop with a mixture of reverence and anxiety. "Lychee is an extremely sensitive crop," he explains.


For the farmers of Tangi, the predictability of the seasons has vanished. In its place are sudden, violent shifts: untimed rains that bruise the fruit, and scorching heat waves that arrive during the most critical stages of flowering and fruiting. Shelf-Life Extension: Proper cold storage could preserve the fruit for up to a month, effectively ending the frantic, high-stakes race to the market.


Economic Stability: By reducing spoilage, farmers can maintain consistent prices and protect their income.


Market Reach: A longer harvest window would allow the fruit to reach consumers for a greater period, potentially expanding trade opportunities.


Revenue Growth: A more stable, sustainable supply chain would ultimately generate more consistent tax revenue for the state.


For the families who have tended these orchards for generations, the cost of building these facilities is an insurmountable barrier. They possess the land, the expertise, and the will to continue, but they lack the infrastructure to fight a changing climate.

A groundbreaking new report from Climate Central has pulled back the curtain on a burgeoning public health emergency: climate-induced sleep deprivation. While we often associate climate change with headlines about floods or droughts, the most insidious damage may be occurring while we are unconscious.


The Math of Exhaustion

The numbers are staggering. Between 2020 and 2025, the average person lost nearly 56 hours of sleep each year due to the relentless heat of the night. That is seven full nights of rest stolen from every person on Earth.


While some of this loss is due to general warming trends, climate change—driven by human activity—is responsible for more than 10 percent of that deficit. In over 1,300 cities analyzed globally, the amount of sleep lost due to climate-changed temperatures has at least doubled since the early 1970s.


"The analysis reveals how climate change is translating into measurable hours of lost sleep," explains Kristina Dahl, Climate Central’s vice-president for science. "The impacts of fossil fuel-driven warming extend beyond extreme weather to undermine one of the most fundamental requirements for human health."


India: A Nation Wakeful and Weary

In India, the situation has moved beyond a mere trend into a regional crisis. The country now stands as one of the world's most significant hotspots for heat-induced sleep loss. Residents in the southern parts of the country are suffering, losing between 78 and 91 hours of sleep annually.


Tamil Nadu has emerged at the epicenter of this exhaustion, recording the highest climate-driven sleep loss in the nation, with residents losing an additional 7.9 hours per year specifically linked to the warming climate.


The struggle is visceral in India’s major urban centers. Chennai residents are facing a staggering 93 hours of total heat-related sleep loss annually. Mumbai follows closely with 84 hours, and Kolkata with 80. Even in the relatively cooler climes of Bengaluru, the "climate change signal" is stark, with the city recording eight hours of sleep loss per year directly attributable to global warming.


The Heavy Toll of the "Hidden Crisis"

Why does this matter? Because sleep is not a luxury; it is the physiological foundation upon which our lives are built.


Dr. Courtney Howard, an emergency physician and President-Elect of the Canadian Medical Association, warns that the consequences of this trend are grave. "Sleeping less than seven hours per night is associated with impaired immune function and performance, and increased errors, pain, and accidents," she notes.


When we are robbed of sleep, our bodies pay the price. The long-term medical outlook includes increased risks of weight gain, diabetes, hypertension, and cardiovascular disease. By the numbers, Dhaka is drowning in its own consumption. Every single day, the city’s heart struggles to pump through the arteries of its streets, clogged by the staggering weight of over 3,200 tonnes of municipal waste. It is a mounting crisis, a silent engine of methane gas, and an urban nightmare that frequently manifests in the devastating floods that paralyze the capital.


But on this year’s World Environment Day, a different narrative took root at the Department of Environment auditorium in Agargaon. Amidst the rising tide of climate anxiety, experts, government officials, and local visionaries gathered for a national seminar titled "Zero Waste and Climate Change: Advancing Sustainable and Resilient Bangladesh."


The message was clear: The era of treating our planet like a disposable product must end.


The Hidden Resource Beneath Our Feet

The seminar, organized by the Environment and Social Development Organization (ESDO) in collaboration with the Dhaka South City Corporation (DSCC) and the Ministry of Environment, shattered the myth that waste is merely garbage.


"Nearly 70% of kitchen waste can be returned to agriculture instead of ending up in landfills that generate methane," noted Professor Dr. Md. Abul Hashem, a Senior Technical Advisor at ESDO. His statement serves as a wake-up call to every household: what we throw away is a missed opportunity for the soil that feeds us.


The vision presented by Noshin Naila, ESDO’s Project Lead for Plastics and Zero Waste, went further. She challenged the very culture of consumption, arguing that true climate action isn't just about cleaning up—it’s about a total redesign. "Zero waste is not about managing waste; it is about redesigning the way we produce, consume, and value our resources," she urged.


From Strategy to Street-Level Change

The Dhaka South City Corporation (DSCC) provided a glimpse into the logistical battle against pollution. Air Commodore Md. Mahabubur Rahman Talukder, Chief Waste Management Officer, revealed a sobering breakdown of the city’s output: 68% organic, 14% plastic, 14% combustible, and 4% non-combustible.


Yet, there is cause for guarded optimism. Through a 3R (Reduce, Reuse, Recycle) pilot project, the city is already successfully diverting 100 tonnes of organic waste from the waste stream daily. With three major projects slated to become operational this year, DSCC is betting on modern landfill rehabilitation and international partnerships to shift the tide.


A Battle for the Blue Economy

The crisis, however, extends far beyond the city limits. Rear Admiral (Retd.) Md. Khurshed Alam, Chairman of the National Oceanographic and Maritime Institute (NOAMI), reminded the assembly that the fate of the nation is tied to its water.


"The health of our rivers, coasts, and oceans begins with how we manage waste on land," Alam stated. For Bangladesh, protecting the "blue economy" is not a luxury—it is an existential imperative. When plastic clogs the drains of Dhaka, it eventually finds its way into the rivers and the Bay of Bengal, strangling marine ecosystems and threatening the very foundations of the nation's future prosperity.


The Path Forward: A Shared Responsibility

The seminar concluded with a powerful consensus: there is no silver bullet, but there is a clear roadmap. The experts were unanimous that the solution lies in a multi-layered approach:


Source Segregation: Moving waste management from the landfill to the kitchen.


Policy Enforcement: Transforming existing waste management rules from guidelines into standard practice.


Community-Led Action: Empowering citizens to realize they are the primary architects of a cleaner city.


As Masud Iqbal Md. Shameem, Director (Dhaka Metro) of the Department of Environment, poignantly noted, "Dhaka's recurring urban floods remind us of the cost of inaction."


The clock is ticking. But as the discussions in Agargaon proved, the shift toward a circular economy—one where waste is treated as a resource rather than a burden—is already underway. The sweltering heat that now grips Dhaka is not merely a seasonal nuisance; it is a symptom of a rapidly shifting planetary crisis. As temperatures climb and weather patterns become increasingly erratic, the very foundation of Bangladesh’s public health is being pushed to its breaking point. In the halls of the Department of Environment in Dhaka, a coalition of experts, policymakers, and global partners have sounded a clarion call: the time for incremental change has passed. We must now forge a climate-resilient public health system, or risk losing the gains of decades of development.


The New Reality: A Crisis Converged

For years, the discourse on climate change was confined to environmental circles. Today, it has aggressively breached the walls of our hospitals and clinics.


"Climate change is no longer only an environmental issue, it is a major public health challenge," noted Dr. M A Muhit, State Minister for Health and Family Welfare, during a landmark roundtable discussion hosted by UNOPS Bangladesh. The reality is stark: rising heat stress, the unpredictable migration of disease vectors, dangerous levels of air pollution, and the contamination of water sources are no longer distant threats—they are the current daily burden of the Bangladeshi people.


The most vulnerable among us—those in low-lying coastal regions and dense urban slums—are at the sharp edge of this crisis. Without a radical restructuring of how we deliver healthcare, these communities face a future where the environment itself acts as a constant, looming pathogen.


Investing in Nature as Medicine

The solution, according to experts, lies in an unlikely marriage: infrastructure and ecology. Sudhir Muralidharan, Country Manager of UNOPS Bangladesh and Bhutan, framed the imperative clearly: "Investing in nature is also an investment in human health."


This is not a call for more concrete and steel alone. It is a plea for "nature-based solutions"—designing urban spaces that breathe, protecting the wetlands that act as natural filters, and building infrastructure that can withstand the violent whims of a warming world. The strategy is to move from a reactive model—treating illnesses after they arise—to a proactive, resilient model that treats the environment as the first line of defense.


A Unified Front

The crisis recognizes no national borders, a point echoed by Sonam C. Namgyel of the BIMSTEC Secretariat. Regional cooperation is no longer optional; it is a survival strategy. When one nation succeeds in building climate-adaptive health systems, it creates a template for its neighbors.


The Embassy of Sweden, represented by Dr. Zahirul Islam, reaffirmed a commitment to this vision, highlighting that sustainable development only holds value if it places human health at its absolute center. From academia to government halls, the consensus is shifting from debate to implementation.


The Path Forward

The path ahead requires an uncomfortable level of collaboration. It demands that environmental ministries stop working in silos from health departments, and that city planners view every new development through the lens of climate adaptability.


As we look toward the future, the Sustainable Development Goals are no longer just targets on a page; they are the benchmarks for our survival. By integrating environmental sustainability with public health planning, Bangladesh is attempting to chart a course that others may soon be forced to follow.


The message from the roundtable was clear: we are no longer just fighting disease; we are fighting the conditions that foster it. The mandate is to build a system that is as resilient as the people it serves—a shield, forged in the fires of a changing world, to protect the well-being of the nation for generations to come.

4th Bais Film Festival set for December 2026

The 4th Bais Film Festival of Short Films is officially gearing up to take center stage in December 2026. This after three successful editions that have anchored the local filmmaking tradition.


Led by a collaborative effort between the City Government of Bais under the leadership of Mayor Luigi Marcel T. Goñi and the Office of Culture and the Arts headed by Rolin Cadallo Obina, the festival serves as a platform for homegrown visual storytellers.


“The festival, now on its 4th year, is divided into two programs. First, all participants to the filmfest shall undergo a filmmaking workshop facilitated by The Academy member Arvin Belarmino and Ms. Kyla Romero. The second part is the film showing and appreciation and the awards ceremony which is held every end of December,” Obina shared.


Majority of the participants to the festival are students from different schools. However, out-of-school youth have actively participated in the most recent festival. With the support of the City Council, the Arts and Culture Council and the City Tourism Council, the festival aims to develop young filmmakers and support the country’s film industry.







As the city prepares for its fourth iteration, the festival builds upon a three-year foundation of cinematic storytelling. The first three editions established the event’s core mission of mapping out the unique cultural landscape of Negros Oriental, nurturing amateur directors, and transitioning student filmmakers into recognized regional artists.


Past iterations have consistently spotlighted narratives that explore local folklore, contemporary youth identities, and social realities. By honoring trailblazing winners from its inaugural years up to its third edition, the festival has institutionalized a competitive spirit that continues to elevate local cinema.


With the next generation of filmmakers entering the fray, the 4th Bais Film Festival promises to showcase a competitive and resonant selection of short cinema.
