RH Bill Passage Seen Much Faster ; Both Sides Claim Victory



The suspense over the House of Representatives’ third and final reading on the controversial reproductive health bill is expected to be shorter this time around.

Unlike the five-hour second reading vote, the third reading process will be much faster because under House rules, all lawmakers would first have to signify their vote before any of them would be allowed to explain the positions they have taken, according to Majority Floor Leader Neptali Gonzales II.

This means that the verdict would already be known by the time the representatives, if any, begin justifying their stance, Gonzales said.







During the second reading nominal vote last week, many representatives opted to hold speeches– some brief and to the point, others meandering– explaining their stance before casting their vote. The bill’s passage, on 113 yes votes, 104 no votes and three abstentions, was only known after more than five hours.

The reproductive health bill seeks to distribute contraceptives and make other family planning methods available for free, giving priority to the poor. It bans contraceptives that prevent the implantation of a fertilized ovum, as some consider this abortion.


It also provides for age-appropriate mandatory reproductive health and sexuality education in public schools, among other provisions.


Proponents of the measure, including main sponsor Albay Rep. Edcel Lagman, are confident that they will retain their second-reading vote victory, citing the voting history on their side, and the fact that all second reading votes have been sustained up to the end.

The President’s clear support for the bill, by certifying it as urgent, will also work in its favor, added Gonzales.


But opponents said the earlier victory was too close at 113-104, and Cagayan de Oro Rep. Rufus Rodriguez said “divine providence,” as well as the attendance and voting of some 62 previously absent lawmakers, would ensure that the bill would be rejected in the end.

Lagman, in a statement, predicted the ultimate victory of the bill in the House, citing the ayes and nays and nominal voting results rejecting various motions and amendments of the bill’s critics.

Lagman also decried the statements of the bill’s critics who have refused to embrace the earlier voting results.
“The continuing resistance of a few Catholic bishops and their lay allies is inordinate intransigence even after a clear majority in the House of Representatives has spoken in accord with the overriding resolve of the Filipino people in favor of the RH bill,” Lagman added.

Gonzales said the President’s certification of the bill as urgent, thereby underscoring his desire for the measure, could sway more lawmakers into approving it on third reading. The President has made it very clear that he wanted the bill passed, and members of his Liberal Party were expected to support him in this endeavor, he added.

He believes the second reading victory would be sustained. House leaders have kept up their task of calling and sending text messages to colleagues to get them to attend the Monday session and join the voting.




Rodriguez said opponents of the measure have also stepped up their drive to get more lawmakers to attend the session, and he urged those who were absent or who have abstained to take a definite stand on the bill, and preferably vote against it.

He said many absent lawmakers were known opponents of the bill and have committed to vote against it in the final reading, and they were more numerous than the absent supporters. The President’s certification would have no effect on opponents of the bill, he believed.

He also said the third reading vote could very well be a “historic” moment since it could be the first time a second reading passage of a measure would be overturned.

Other bills passed on second reading usually had an overwhelming majority, but this was clearly not the case for the reproductive health bill. The margin of victory was too narrow, he added.

The opponents’ faith has also been unshaken, he added.

“Have they not heard of divine guidance? There is divine providence and the power of prayer,” he said over the phone, when asked about comments that all second reading votes have usually been sustained in the third reading.


He said Catholic bishops would turn up in the gallery again to watch the third reading vote and to pray for the victory of bill’s opponents.

As to whether administration officials would troop to the House to watch the voting again, Gonzales could not say.

The presence of officials, led by Interior Secretary Mar Roxas, during the second reading vote drew flak from critics of the bill, who said they pressured lawmakers into approving the measure despite the President’s earlier statement that it would be a conscience vote.

Gonzales earlier said the Liberal Party officials were there to watch the crucial vote since they have openly declared their support for the bill, and added this was no different from the presence of Catholic Church officials on the floor to sway lawmakers into rejecting the measure. Some of the prelates have also vowed to warn voters against those who are for the bill.

He denied that lawmakers were threatened with the loss of their pork barrel should they vote no to the bill.
Lagman defended the administration lobby, saying “legislation is the joint responsibility of the legislative and executive departments.”


The President sometimes endorses legislators’ bills as priority measures to the Legislative-Executive Development Advisory Council, and he has the power to certify the immediate enactment of certain measures. The President is also necessary into turning a bill into a law by either signing it or allowing it to lapse.

Rodriguez also said he knew of no threat from the administration to withhold the pork barrel from lawmakers opposing the RH bill.

But he hopes the administration would allow the House to be independent when it comes to the reproductive health bill.

  1. RH Bill, RH Bill, RH Bill, the most controversial bill in the senate. For me, RH Bill is not the solution to the problems of our country there are a lot more problems in our country that needs attention. The issue on the RH Bill is a big no-no for the Catholic Church. Yes, there are good points and bad points about the bill and we should consider that. I just do not understand the essence of RH Bill will it really make our country progress? I really believe that the RH Bill is not the solution to our country’s problems. The Philippines needs great leaders, just laws and discipline. Now, the Bill will become a law and I do hope that it will do good to our country.

  2. RH BILL AGAIN? They always fight on that issue.. For me, they should focus more on other problems of our country and if they think RH Bill is the solution why not approve it? I'm not very interested in this topic :) but, i hope that whatever they're decision will be its for the better.

  3. We just can't get enough of the RH Bill. For everybody's information, I agree to the passage of this bill. But I think how the politicians see this as a solution to the Philippines' most pressing problem, poverty, is too ambitious. I think they should relay this appropriately to the concerned sectors.
    As a citizen, I pray that our Creator's will shall prevail. I simply put this dilemma into His hands.
    The Philippines' search for the solution to the aforementioned problem will hopefully come to an end. But this will ever be hanging by a thread.

  4. The RH Bill has been controversial these days. "Are you a PRO or an ANTI?" Either of the two that you will choose or you're on the side of the 'neutral', I know that each one of us can stand our own reasons on why do we defend that side. It is important for all of us to know the advantages and the disadvantages of this bill and now that the Senate and other government leaders are now voting if the bill will be passed or not. Currently on the first and second reading, those people who defend the side of 'PRO' are getting so many votes.

    For me, I'm on the Anti-side because using contraceptives and such may harm us without knowing and it also means that you can prevent a fetus to grow on a woman's tummy.What does God wanted? Peace and harmony and not killing innocent babies, that is a sin. It still depends on the couple on how they'll control the growth of their family. They should know the consequences of having a big or small family. So, I just wanted to say that whatever the decision will be, we still need to respect it.

  5. Hearing comments about the RH Bill bores me, somehow. People just state their same old reasons why or why not the bill should be passed while I remain calm, just chilling out. I'm not against the Rh Bill, but I'm not into it, either. I put the decision regarding this bill in the hands of other Filipinos for I know that I know nothing. (Honestly, I reek when it comes to decision-making. It's muzukashi!) I respect whatever the decision might be.

  6. The RH Bill is not the solution. So what if the growth of the population will slow down? Sure, the number of consumers will not increase but does that really solve poverty? Or the major problems in our nation? For me, the RH Bill is just one of those laws that will be of little help in solving the country's problems. What will be of a big help is the election of wise and just leaders who will think of the country first before their personal wants & needs. If the leaders are unselfish enough to give to the less fortunate, then surely poverty would go down. I really think that this Bill would really help the nation. But if ever this Bill would be passed, I sincerely hope that it will do something good.

  7. Honestly, I haven’t read the whole reproductive health bill because it’s too long and I find it boring to read. But I’m not against it neither do I concur it. But I think it’s just a waste of time arguing about this again and again. They should’ve used their time thinking of a better solution to our country’s problem instead rather than having a reading about it 3 times for more than five hours. When both parties (pro and anti) couldn’t accept whatever the result of the reading would be. I believe that there is a solution to our country’s problem that the church and the government itself would both agree to.

  9. It's been months that RH bill is being talked about in the country. I think this is not the solution to poverty,instead of wasting time arguing about this bill why they just focus on other aspects that will help the status of Filipinos.I know that this bill will somehow help to solve problems in country. For me, choosing leaders that are not corrupt will be a better solution. Leaders that will make programs for the poor will be a better option. If this bill will be passed i will not disagree anymore because I think that the senators have studied and talked about it intelligently. I really hope that this bill will have a good effect to the people.

    This topic is too sensitive. I’m so tired of discussing it all over again. The government and the people had made the voting and results showed that the pro-RH Bill won, but the people especially the Catholic bishops who are opposed to the bill didn’t agree. They still fight for what they think is right. The pro RH bill’s side says that we Filipinos should be “practical”, that is, parents should limit and plan the number of their children. On the other hand, the anti-RH bill’s side says that RH bill would lead to immoral things like abortion.
    For me, the RH Bill should be passed. We are living in a poor country, where poor people outnumber the rich ones. I think the bill would help the Filipinos to lessen the poverty. Yes, we should be practical.
    Being practical when it comes to reproductive issues for the betterment of our country is not immoral. This bill also needs the cooperation of the people.
    Everyone should learn how to moderate everything. If this bill will be passed, we should not abuse it, everything should be made with discipline and right attitude.

  11. This RH Bill problem, it's not that important, compare to other problems like poverty, and such. Since I have no idea about this, I'm leaving the problem to the people who knows how to resolve this. And instead of focusing on this minor problem, they should just look into some other problems and resolve it. I mean, if this RH bill was resolved, what would happen next? Will it promote world peace?

  12. I'm not generally against RH Bill. Approved or not, it has no affect on me whatsoever. They wouldn't be spending so many hours on this bill if it isn't worthwhile, will they? If this is the solution to pur country's problems, then go ahead, approve it. At least our government's doing something for the improvement of our country's state. In the end, it's up to the people if they will do their part in the proposed law. Wareware wa saisho no basho de chiyoukai shoubun sareta baai de mookoranai deshou. (This wouldn't even happen if we were disciplined in the first place.)

    There are three types of people who prevent the RH Bill:
    (1) uneducated and uninformed ones;
    (2) those who have this stupid and pathetic RH-Bill-is-not-the-solution-for-the-country's-poverty reason and;
    (3) irrational and unreasonable Catholics.

    It's not about the poverty we're talking here. We're talking about women's rights. There are many women being abused by their husbands when they don't want to have sex (yes, I said it, but it's not like I said the "f" word). I hope that this bill gets passed, so butthurts can remain pressed.

    And please read the entire RH bill first before commenting, for goodness' sake. This is what I find ridiculous -- people hopping on the whole RH-Bill bandwagon when they still haven't read the bill. Stop being pretentious, people. Educate yourselves first.

  17. First of all, I am not anti nor pro-RH bill. I would like to say that it has its good points and bad points. As a Filipina, I would like this to be passed because it can help in controlling the population. As a Christian, I would not like this to be passed because of the pre-marital sex. Anyway, for me, we really don't have to do this because if you are a decent person, you won't need the contraceptives because you won't engage in any pre-marital sex especially at this age. I think this bill can corrupt the minds of the young people because of promoting the contaceptives. Our leaders should also not think about this bill today, rather think on the poor people who are homeless and jobless. They should think about other more helpful things than this controversial bill. Well, it's still up to us if we would like to help in controlling the population of the Philippines. All we need right now is discipline.

  18. Most of those who oppose the bill reason that contraceptives kill the babies before they were even born. I believe otherwise. They only prevent. Period. And how about the unfortunate people that live with many children. Won't they suffer? It's better not to "make" a child if you can't support and give him/her a decent life rather than to neglect their child's needs.

    But if we will look through it, it might be better if the RH Bill is passed. It does not only promote safer sex, but it will ease the country's overpopulation problem. The church may be doing its part to preserve the morals of the people, but it would be appalling if it will "dictate" what couples should ought to do!

  20. RH Bill.. I've lost track of the countless articles and debates regarding this topic. It will not lessen poverty because the bill is not related to things about poverty. The bill talks about the rights of women and children.
    What rustles my jimmies the most are those people who just join the bandwagon, most of them, without reading the said bill. And also those people, clouded by their beliefs, who only looks at the situation one-sidedly without considering the good points.

    I'm hoping for this bill to be passed since this will teach students their responsibilities, having a healthy lifestyle and of course, the risks of having sex. This will lessen the pregnant teenagers as they will have the knowledge of the consequences.

    With or without RH bill, people still won't learn, so they'll learn what needs to be learnt by experience. This is where discipline kicks in. This is what we Filipinos, unfortunately, lack.

  21. I'm sick and tired of that issue. We've been talking about that issue in school, internet, and many more. RH Bill or Reproductive Health Bill, I think that would not solve our problems in this country but rather would add more problems in the Philippines. I've heard that our country would give a big amount of money if ever, that bill would be passed. And for me, that money would be more useful if they would spend it in different way. The government should first think of the education in our country. Some of us are totally illiterate thus, those people couldn't give any help for the improvement of our country. I know that my opinions won't be read by those higher officials, and this won't affect their decisions. And since this country, is a free country, I will still say that I am not supporting this bill because of the reasons that I've written above.

  22. Reproductive Health Bill or Responsible Parenthood Bill. I don't really care how they call it or which they prefer. This bill has been fought over for too long that people get more confused on which stand they'd choose. Even I still haven't decided whether to support the bill or not. I'm not saying that this shouldn't be imposed but for me, this bill should not be prioritized because the country still has tons of problems to be solved. The officials have been focusing too much on this topic to the extent that they've almost neglected the other possible ways to resolve the issue of poverty in our country. With or without the said bill, poverty would still occur. Why? Because the only thing that hinders the improvement of our society is the lack of discipline. All of us should practice discipline in ourselves and then we'll realize that we are too foolish to think of complex things, like the RH Bill, to solve our issues. Discipline is what we really need. Nothing less, nothing more.

  23. I can say that this bill is one of the trending topics in the country. You would hear such things like are you a pro or anti? But, for me this bill should not be the priority of our country. IT doesn’t mean that if this pass the poverty of our country will be lessen. Our country needs a DISCIPLINE. Live beyond your means. If you know that you can’t feed a dozen of kids, then don’t produce a lot. Now, the Bill will become a law I really hope that it will somehow help our country. We should not focus on things like this because it's really obvious that if you want to have a big family, go find a stable job and feed them! Discipline yourself.   25. Why do we need to argue about this bill over and over again? The RH bill must not be the prioritized. This is the problem with us people. After having a sexual intercourse with someone and finding out that the woman is pregnant they're saying that it's only an accident. No, it's not! You must be responsible on every actions that you make. If you don't want to take the responsibility then don't do such decisions that you will regret in the end.

    For me, RH bill is not totally the solution to the problem of this country. It begins with us.

    DISCIPLINE, SELF CONTROL, RESISITING TEMPTATION. These are the things a guys/girl needs to learn to prevent them from having accidental babies. Gosh, Why do we need to implicate this law... over and over again? If you want to have sex. SO BE IT. BUT THINK FIRST WHAT YOUR ACTIONS MIGHT DO TO YOU IN THE FUTURE....
    On the side of the gov't, why dont you apply economics....If you want to control the population, why dont you provide jjobs for those people who dont have work yet so that they would be busy enough that they dont have time for SEX (NOT MAKING LOVE)

  28. RH Bill is not the solution for the poverty and overpopulation in our country. Why not we try some alternatives before they pass the bill? We can start it all by ourselves by just having self control, self discipline, and be responsible on every action that we make. By using this contraceptives will have also bad effects not now but maybe in the future. The government is not thinking deeply what would be the effects of this RH Bill to his countrymen. When RH Bill becomes a law it will cause a big trouble, disorder in our country, and the worst is a war between the government and it's people.

  29. The Philippines is known to be a very religious country where majority of the people who reside in it are Catholic. Naturally, it is expected that the RH Bill will not sit well with our clergy. I think though, that under a controlled set-up, the RH Bill could actually be beneficial for our people by making them aware of the dangers of pre-marital sex, having multiple partners, the dangers of getting pregnant every year etc, which can now be linked to the practice of self-control, discipline, resisting the urge to give in to the needs of the flesh, and the overall restoration in the practice and belief of good morals. Sex education in itself, is not bad, as it promotes awareness. But it is not the solution to population problems, reproductive issues and to poverty in general.

  30. Self-control and self-discipline is the best solution to our country’s problem which is overpopulation. But it’s unattainable for us because not all of our country’s citizens are participating. Arguing about RH Bill is meaningless because it is still up to the citizens’ behavior if they will have sexual intercourse with someone or not...They must take the whole responsibility. If the bill will become a law, I hope this will somehow help to lessen the poverty in our country.

  31. RH Bill there, RH Bill here, RH Bill everywhere! Why won't they just test the RH Bill for like a year or two? If it made the country progress then continue with it, if it did not do anything then abolish it. I know that it's easier said than done but there is nothing wrong in trying right? For me, i agree on RH Bill because the country should use their man power, the population, to increase their production and to create more products for such country to progress, but the Philippines is so overpopulated that the government don't know where to put the people. Yes other politicians would not allow on passing the RH Bill because for them, "the more people we have in our country, the more votes they could earn" but isn't that just being selfish? But then again, there are so many problems that needs more attention than this.

I strongly oppose the passage of the Reproductive Health Bill because AS CITIZENS, we do not want to be subjected to imprisonment and/or pay a fine, for expressing an opinion against any provision of this law, if such expression of opinion is interpreted as constituting "malicious disinformation" I also do not agree to the provision which reclassifies contraceptives as essential medicines and appropriating limited government funds to reproductive services instead of basic services. Yes there are good points and bad points but it is stlli not the solutionto the problems of our counrty. This bill should not be the priority of our country. It doesn’t mean that if this pass the poverty of our country will be lessen.

  33. For many years have passed since the Bible is published. The Ten Commandments found on the Bible list down 10 Divine Laws that should be followed. One of this is “Thou shall not KILL”. Punishment of a violation on a divine law is eternal damnation for your souls. Is ABORTION is really KILLING? Well for me yes but for many this is still a topic that they are debating for. As an Anti- RH bill citizen of the Philippines I don’t like this bill to pass because it victims many innocent babies, have mercy on this babies that whom later they would bring changes to our country and will build a new generation. Like I said earlier there is only one word to solve the problem and that is DISCIPLINE. Without Discipline there is no Chastity and conservation of virginity will be neglected. DISCIPLINE, DISCIPLINE , and DISCIPLINE . Then the debate is over.

  34. Everyone should understand the sacredness of Marriage. You should remain virgin until you got married to that someone who will stay by your side and love you forever.
    RH bill is not worth debating for. If you're still a teenager, you should learn to have self control and a lot of discipline. Then if you're old enough, you're at the right age, you should know what is right or wrong, you should think twice, thrice, even a hundred times if you have to before you decide. Be responsible enough to face the consequences of your actions.

  37. To be honest, RH bill is for the benefit of everyone. It would make individuals more liberated, but then again that does not mean that once the bill is approved, premarital sex is already permitted in the country. If you contemplate about it, RH Bill would inform people, it would make them more conscious of their forms, of having undesirable offspring and early pregnancy. The bill is not insisting individuals to abort their kids, its helping them avoid on having those kids by using contraceptives. Overpopulation is one of the main problems of our country. And this bill will help us to control the size of our family. This bill is one approach of giving people a chance of making a choice of their own in their own life.

  38. I'm not against RH Bill, but i'm not into it, either. RH Bill has positive and negative points. It will surely help us in controlling the population of the country and it will be beneficial for those who can't discipline themselves. We all know that many Catholics are against this because they believe that it's like abortion or something like that. Well, if you don't want to have a 'responsibility', don't do it. Think first about the consequences of your actions. In my opinion, the best solution for overpopulation is for Filipinos to have self-control and discipline.
    Move on! There are a lot of problems there that needs solutions compared to this.

I agree on the passage and ratification of this bill , but seeing this as the biggest solution to our country's problem , such as poverty, hunger ,and unemployment , is just too good to be true. It is only "A" solution and not "THE" solution to it , and yes it may lower the poverty rate and improved the quality of life index of our country but , still it cannot handle everything. And for those in the religious section , should open their mind and eyes to the reality of what is actually the condition of our country. In addition , everybody has the right for a "SAFE" and "SATISFYING" sex .

    Well, in order to speed up things, that's nice. I don't think that forcing people to do things faster already means that they would definitely vote for the bill's passage; haste just dulls judgement, and the result isn't specified (if he will ultimately be voting against or for the passage). Anyway, it's nice that the author gave links (these actually gave me a better way to create a 'proper' (basically more accurate) opinion. For the people saying that this bill should not be prioritized, well, even if that is true, since this will always remain behind the backs of our memory as everyday passes by, why not just let it be dealt with very fast? As much as I like open conclusions (even though they are sometimes wonderful), they take up a lot of people's time even after centuries, as thoughts and ideas will always either remain or be revived as long as they are not dealt with accordingly (ignored). I personally am encouraging the passage of the bill (not because of having to be dealt with faster; it has not dulled my senses) because basically you are giving the people a CHOICE. It's not freedom that is absolutely evil. It's the same as saying God should have made us angels, not human beings (because human beings have their free will). Let us recall genetic engineering. Though the church may say it is a bad idea, isn't it needed to be done in order to be able to sustain the planet's ever-growing population? Well, someone needs to do the job, isn't it so? Well, with one 'sinful' act, a person or group of persons would have been able to let about a million people starving in all parts of the globe live, right? Let us recall the statement of Anonymous* a while ago. Also, please read the link posted by the author at it really is quite helpful. It is not that the poor are FORCED to use contraceptives, contrary to popular belief, but it is that we are giving them the CHOICE. Our people hate having to choose between them, when not everyone has a choice. While I do agree that some people are just irresponsible, let us remember that rampaging hormones are common in teenagers. And let us remember that we have the duty to control ourselves, even if we have our free will. Even if we say that now, what happens in nature happens in nature; just as how other people from non-Catholic countries believe that circumcision is a weird practice (well it is proven by doctors that it really does not have anything to do with growing tall) and how people from Catholic countries believe that masturbation is a sin (sorry for the sensitive words, yet actually it is biologically deemed that it is normal); we are all children of God or some Supreme Entity. Just to reiterate, I do encourage the passage of the bill, just for freedom's sake, as it is ultimately the people's choice whether or to utilize it (and thus, at least according to the Catholic Church, do a sin.) or not (and thus the Malthusian Theory applies; basically it already applies, yet what I am saying is that we are speeding the cycle's ultimate end up again, and faster again as we do not approve genetic engineering.).

    We may be not aware of all the provisions of the bill to say how this will not be beneficial, or that this would help us. Our elected government officials passed the law, and what a shame if the bill would show no progress in our country. I just hope that the budget they allotted for implementation would not be wasted. I remember one man saying that RH Bill is not the answer to our problems because how come China is still a successful country despite a large population? So if they can do, why can’t we?
    As for my opinion, I don’t think we must put so much attention and consideration (?) to RH Bill. Because it will all end up to the fact that most, if not all, of our society’s problems will be solved through self discipline, and the ability to take the responsibility and consequences that follows after our every action.

  42. The Philippines is known to be a very religious country where majority of the people who reside in it are Catholic. Naturally, it is expected that the RH Bill will not sit well with our clergy. I think though, that under a controlled set-up, the RH Bill could actually be beneficial for our people by making them aware of the dangers of pre-marital sex, having multiple partners, the dangers of getting pregnant every year etc, which can now be linked to the practice of self-control, discipline, resisting the urge to give in to the needs of the flesh, and the overall restoration in the practice and belief of good morals. Sex education in itself, is not bad, as it promotes awareness. But it is not the solution to population problems, reproductive issues and to poverty in general.

  44. As of now, I cannot say whether I'm against the RH Bill or I'm into it. I have my own opinions why. On the positive side, I agree with the RH Bill because it is one of the ways to control our growing population. It is also for the sake of the soon-to-be-new born babies. Because of the RH Bill, the babies could be saved from harm and from the bad things in our society. Some parents didn't have their family planning first before they make babies, and as an effect, the babies suffer. So because of this, I think the RH Bill should be passed.
    On the negative side, I don't agree with the RH Bill because it is against the Catholic Church. I respect the Catholic Church that's why I am slightly against it.
    But to solve this issue, people should always practice DISCIPLINE, SELF-CONTROL, and should be RESPONSIBLE with the things that they do.
    For the politicians, I think, you should all move on with this. It has been a hot issue for many months. I suggest that you should focus more with other problems in the society that need immediate solutions.

First, before thinking about this RH bill, everyone, especially teenagers should have proper discipline and self-control. We should know our own responsibilities and we should accept the proper consequences of our actions. RH bill has positive effect because we can prevent those illegal abortions. Almost every time I watched the news I always heard some fetus found somewhere. This is one of the saddest news I heard. It's because of those people who didn't accept the consequences for the wrong thing they did. And for the negative one, I respect the Catholic Church. I know that it's against GOD's rules to have that RH bill. But for me, we should not focus on this first. We should focus on the things that we really need to solve...

Having self-control and avoiding temptations wouldn't hurt right? By acting upon this ourselves then we can even be a step closer to resolving this issue. Just by disciplining ourselves and having awareness we could prevent the negative things that this bill will try to prevent.   50. RH BILL is NOT the solution to alleviate poverty and overpopulation.

    The government should think about why is the Philippines poor? why is the Philippines overpopulated?

    Our country is poor because not all of the people here have stable jobs and what more, there's also the issue of corruption. What will we do if we don't have something to do or to exert effort in because we don't have jobs? There's a possibility that we'll do the easiest and the thing that gives pleasure the most (or what experienced people describe it to be). So that is the cause of overpopulation.

    RH BILL is just a short term solution. A bill that the government thinks would be the answer to solve our long term problems.

    Why don't the government teach people how to fish. What I mean is they should produce economical, entrepreneurial, and educational solutions.
    I have watched a documentation that talks about the life of the people in an island here in the Philippines. There were girls and guys same age as mine or even younger that were already having their babies. When the host asked them why did that happen to them they said the reason was they don't have schools for higher learning so after going to elementary they already started their lives as moms and dads. So if having a school for them the cycle will most probably stop.

    Another thing is RH BILL is a bill that do not care about the people's conscience. I'm not yet really sure but I heard that:
    DOCTORS should give their patients contraceptives if their patients wanted to have some. What if the doctor is against it? The patients could file a case and imprison the doctor.
    PARENTS should give their children contraceptives it they asked them to have some. Even a five year old should be given some contraceptives. And what will happen to the parents if they don't provide contraceptives for their children? Same with the doctors.

    What kind of immorality is building up?

    HOW can you be so sure that when you have contraceptives you are practicing SAFE SEX? What if the condoms you are using gets tampered while you're having contact, are you having safe sex? We are not 100% sure the condoms you use won't get tampered because there are really some instances that happen...the things you don't expect to happen.

    I have read an article about a woman who was expecting her third baby. The doctor already told her to prepare herself. And she's also suffering pregnant women's sickness. So she bought all the things she needed. But what an unfortunate event came. Her baby wasn't alive. I'm not sure but she had something like Hydatidiform moles that is an abnormal form of pregnancy wherein a non-viable fertilized egg implants in the uterus and converts a normal pregnancy into an abnormal one. The placenta contains grapelike sacs. One of the doctors' judgements is that maybe it is the effect of her using pills when she still doesn't want to have a baby.

    So is the government really protecting mothers and their babies by having this bill?

    People should practice abstaining, self-controlling, disciplining their actions.

It is time for Philippines to move on to this unending RH BILL... It is already passed .. what's the problem with that huh? I don't see violations of the bill to our own religions and besides the one who made the bill are also catholics , so I don't see the point of argument already. We should respect the decision. As for me, I am not really persistent on what entity am I suppose to side with. Actually, for me, Rh Bill is not that complicated, it is just a bill authored by a Congressman concerned about our population and advocates rights for our women. And please, give me a break, the Department of Health will not require you to have a condom in your pocket and they will not distribute people. They are educated, why would they do such thing? They are just passing the items to health centers so that couples can grab some if they can't afford to have one. It sounds funny but its true. Its because of our economy, couples can't even buy the protection they needed, look at the results, 100 million happy people and with the majority of them starving because of their number that they can't feed themselves. Another point, the bill was passed because the government is currently aware of the country's situation and now they want to make a move and educate everyone about it. Its what the bill about, education, protection, and safety.

  69. I think RH Bill should no longer be debated anymore. Whether it will be passed or not will only affect a few of us, because in the end people are more worried of their growling stomachs than their own sexuality. We don't even need such complex law if we ourselves know how to combat these foolish temptations. But seemingly we all forgot about it, we forgot all of these core values taught to us and let corruption crawl upon our skins. That is why I think it's about time we feed again ourselves with these values especially Temperance and Chastity. In other words we should cut all of this perverseness within us, now that's the real challenge for all of us.

    A famous line in NBA goes like this "If it ain't broke, then don't fix it". Seemingly, we are fixing something that isn't broke at all. Look, we can't stop the growth of the population as it is necessary and hell I'm pretty sure we won't be able to stop it all. Instead of stopping the growth of the population, why not focusing instead on the growth of the country giving more access and space to those who are yet to come. More resources, more jobs, and more space, that's what we all need and not some bogus law.

    Senators who stand firmly to pro-life, I salute you. We all know that this law had its first and second reading, and the next step was the presidential action to the bill (President's Signature). We could rebut this law by making deeper actions and unity among Christians, who supports life.

    By mandating this law, the only thing that is acceptable is to demolish the incremates of the population, and to avoid transmission of diseases, while the rest belongs to a total disagreement. I remember how Britney Spears said in one of her music video 'I Wanna Go.' "FVCK YOU, FVCK YOU, FVCK YOU,... YOU'RE COOL, FVCK YOU. I'M OUT." Expounding, that the RH Bill has more negative effects on the equality of the citizens than to the positive effects.

    First it does violate the women's right. Second, contraceptives, which has the highest failure rate on pregnancy, such as condoms, produce diseases, and knowing that doctors has the only authority to be given to a patient. Third, the government must not prioritize the maternal problems for it is not the major field that they had to be focus. On the hand, their are more Filipino dies on TB, than maternal problems.

    So for the concluding part, we must respect life that begins at conception.

    BUT

    If I were given an opportunity to choose my side in terms of debate, I move the RH bill to be passed. I believe that this is an effective solution to cure the problem of overpopulation, which we know, is a widely spread conflict in our society.

    Maybe it is time for the Philippines to open up, widen our views on the matter. If the children are to be deprived of sex education and if they are still innocent and ignorant, then they might suffer the consequences they have never expected. If they are to be educated, then they will have a deeper understanding about this matter. They will have knowledge about the outcome of certain things.

    I believe that sex education does not stimulate whatever hormones are concerned like what the Cons think. This is also not a sin. When did education become a sin? All this depends on the children's choice in the future. Of course, parents, you are responsible for letting your child adapt to the changes. Explain to them clearly and vehemently what this is all about.

If we know that a couple can carry the child all through out it's life, then why not? But knowing that a couple did not expect and not ready for a child, this is what we should prevent and this bill shall help us, our country and our citizens, not to suffer anymore.   94. RH Bill is indeed a very cognizant topic. Before I would say anything, I am not on both sides. I am definitely not a PRO, but not an ANTI. I mean, RH Bill has its positive and negative side. But.. Can we just settle this thing once and for all? There are more other vital issues in our country that we should take our attentions on. Besides, we all have our own minds and we should be responsible enough of our actions.

  95. I am one of those people looking forward to the passage of the RH bill. Simply because I do hope that this will help us win half of the country's battle against overpopulation and the consequences of its presence.

    Nevertheless, I believe that the country does not need any of this if we ourselves are disciplined enough.

  96. I firmly believe that discipline and self-control cannot uproot the main problem of our country including its branches.
    If discipline and self-control itself can be a solution to many of our problems, then why do the leaders of
    different countries, including our leaders came up with this idea of controlling the population?

    The RH Bill is not intended to ruin the Filipino culture. It is made to give an answer to a question,
    to solve a problem with the given solutions.
    I also don't believe that we should not put too much attention on this issue for this is an action made by our government to stop poverty which is caused by overpopulation.
    why can't we please society? They are complaining about poverty, yet they can't do anything to help themselves.

  97. If our country gets paid every time people discuss this RH Bill, we would be rich. RH Bill is one of the most discussed topic in the Philippines. Honestly, I think debating about this is not worth it. The Government should focus on the MAJOR problems of our country. Besides, it is passed. We should just hope that it lessens the country's problems.

  98. Even at first, I never liked the concept of this BILL, I really can't see a reason why they would pass such a bill. Yes, it will help in the progress of our country in SOME way,?!?!? but isn't it better if we just put the money allotted for this project in DepEd???? because we all know that SOME, but not all these persons who wants this bill to be passed are the ones who lack education... Teach the people not to do it, and they will follow. There are other ways to stop OVERPOPULATION if that's really their CONCERN....... and MOST of these solutions do not require huge amount of money as this, for buying contraceptives and such...:)I guess the senate just want this to be passed because of the large fund allotted for this >:)

  99. The reproductive health bill is being passed through the senate and the congress to be finalized and to be legalized. It is all about the reproductive health and population management. It deals more on population control in the country. The bill is strongly recognize by the government and almost ready to be proclaim as one of the bill of the country. But, there are some objections from religious preference that hinders the proclamation specially the roman catholic church of the country. The CBCP strongly disagree on some contents of the RH bill as it goes on the final decision of the legislative body of the government. The bill is designed to promote the welfare of man and uplift them from their sufferings. Massive population growth should be hindered as soon as possible for its effects to be conquered. Effects such as increase in crimes, no job opportunities, no food, no clothing etc. it aims to lessen the suffering of the people to its effects.

    For me, debating and arguing this problem will not help in finding the good solution. I think we need to have unity between the church and our government in order to solve this problem.It is the only way to reduce problems regarding population and the needs of the people. And lastly, we should always think of the consequences before making a final decision in a important phenomena.

  100. RH bill. why such a controversy? debating and arguing over and over again but doesn't find the solution to this problem. But I say, this should be settled once and for all. This is not the only problem in the country. But they are giving too much attention to this. Yes, RH bill may help find a solution. having discipline and self-control can also be a solution. Well, if RH bill can really help the country, then why not? Since it's already being passed through the senate, then i'll be looking forward to it. There are other problems in the country that needs more attention. The government should focus on that.

  101. I am not against or pro RH bill. I haven't read it really. I think it can be a solution but I also think that there's a lot of solutions not yet thought by our lawmakers. If Rh bill has been approved then let's see if it can make any improvements on our country.

  103. RH Bill might provide us some beneficiaries, yes. But with constant arguing, debating on both side of the parties. I think the problem's getting worse. Personally, without this Bill there'll be no arguments between the two leading influences in our country. That's why the government issued laws for the people to follow and the church taught us the right things to do. This is the question. Isn't this enough? If it isn't then the problems not within the government nor the church but with the people. Seems like we haven't learned yet and we have much to learn. Promoting self-discipline ain't that half bad nor dangerous. So why not do it?

  104. it was like "nakakarindi". OMG there are many problems in our country that we need to prioritize. Yes, i know that somehow we should talk about it but for me, it was not the best solution to our problems because honestly it was hard to implement because we all know that we can't dictate and control the minds of the people. For me, they should give the decisions to the people whether to have lots of children or not because I believe that if we have the best leader, i'm really sure that he/she can handle this problems.. but im not giving all the burden to the leader, of course, as a Filipino, before we act we should think the consequences. :)

    I believe this issue had gone too far, wherein the only case implied comes hand-in-hand with overpopulation. I'm not in favor of any side. Too many children suffer from hunger, what will we feed them, condoms?
