It forces us to confront an uncomfortable truth: we are pouring fortunes into artificial fortresses while ignoring the ultimate, natural sponge that lies right above us—our denuded mountains and decimated forests.

The Reality of Flood Control Budgets and Grey Infrastructure

Recent fiscal allocations across disaster-prone nations like the Philippines reveal a heavy reliance on "grey infrastructure." Multi-billion-peso allocations in national budgets frequently prioritize structural flood mitigation projects—such as dredging, pumping stations, and concrete river walls.


While structural engineers argue that these measures are essential to protect urban hubs, critics and environmental scientists point out a critical flaw: grey infrastructure treats the symptoms of flooding while ignoring the root cause of watershed degradation. As concrete channels speed up water velocity without slowing down upstream runoff, vulnerable low-lying communities often find themselves facing faster, deadlier surges when dikes are eventually overwhelmed or breached.


The Forest as Earth's Ultimate Hydraulic Engineer

Environmental reports from organizations such as the Department of Environment and Natural Resources (DENR) and international bodies like the Food and Agriculture Organization (FAO) consistently highlight that forest cover plays a non-negotiable role in climate resilience and disaster risk reduction.


The Canopy Effect: A healthy, multi-layered forest canopy acts as an umbrella, breaking the kinetic energy of torrential raindrops and preventing soil compaction.


Subterranean Sponges: Leaf litter, rich topsoil, and intricate root networks create vast underground porosity. Instead of rushing over barren land as surface runoff, rainwater is absorbed, filtered, and slowly discharged into aquifers and river systems over weeks or months.


Sediment Regulation: Denuded mountains shed silt and debris during heavy downpours. This sediment clogs rivers, reservoirs, and urban drainage systems—rendering multi-billion-peso concrete flood control projects useless as riverbeds rise due to siltation.


Integrating Ecosystem-Based Adaptation (EbA)

Global climate adaptation frameworks increasingly advocate for Ecosystem-Based Adaptation (EbA)—a strategy that integrates biodiversity and ecosystem services into an overall climate resilience plan. Instead of viewing nature and engineering as opposing forces, modern sustainability experts recommend a hybrid approach:


Ridge-to-Reef Management: Addressing flooding requires looking upland. Protecting and restoring mountain ecosystems directly safeguards downstream urban settlements.


Reforestation as Infrastructure: Planting native, deep-rooting tree species in critical watersheds should be funded with the same urgency and financial backing as building concrete dikes.


Community-Led Stewardship: Indigenous communities and local upland farmers, who act as traditional guardians of forestlands, must be economically empowered to protect natural habitats rather than being forced into unsustainable land-use practices.


A Call for Balance

Reducing our financial obsession with concrete does not mean abandoning urban drainage systems entirely; rather, it demands a paradigm shift. Funds saved from reactive structural overbuilding must be strategically invested in long-term ecological healing, large-scale reforestation, and strict watershed protection laws.


True flood resilience cannot be poured from a cement mixer. It must take root in the rich soil of our mountains, nurtured by the living canopy of our forests. Only when we honor and restore the natural architecture of the land can we hope to tame the rising tides.

Deep in the labyrinthine tidal waterways of the Sundarbans, where the mighty rivers of Bengal bleed into the turbulent expanse of the Bay of Bengal, a quiet, monumental revolution is taking root. For generations, the world has looked at the sprawling, mystical mangrove forest and seen a barrier against cyclones, a sanctuary for the endangered Bengal tiger, and a fragile emerald fringe guarding the coast.


Today, Bangladesh is looking deeper—all the way down into the dark, hidden empire of the mud.


In a landmark push toward climate resilience and cutting-edge ocean-based carbon accounting, the Food and Agriculture Organization of the United Nations (FAO) and the Bangladesh Forest Department have officially launched the "Blue Carbon for the Future" (BCF) initiative. Unveiled at Khulna University, this pioneering project aims to do what has never been done before on a national scale: meticulously quantify the vast, subterranean vaults of deep-soil carbon hidden beneath the world’s largest mangrove forest.


The Power Beneath the Roots

While terrestrial tropical forests capture imaginations, mangroves quietly outperform them, sequestering carbon at rates up to four times higher. They are Earth’s ultimate carbon sponges. Yet, historical inventories have largely focused on what meets the eye—the sprawling canopies, twisted roots, and above-ground biomass.


The BCF initiative, operating under the Bay of Bengal Large Marine Ecosystem (BOBLME) Phase II Project and funded by the Global Environment Facility (GEF), changes the game entirely. Scientists are plunging soil core samples down to a staggering depth of five meters across 173 designated plots.


This subterranean data will be integrated with National Forest Inventory records to forge an airtight, highly precise scientific baseline. It is a digital and ecological awakening that will directly feed into Bangladesh’s Nationally Determined Contributions (NDCs), National Greenhouse Gas Inventories, and Biennial Transparency Reports (BTRs) under the Paris Agreement.


The strategic implications are immense. State Minister for Environment, Forest and Climate Change Shaikh Faridul Islam, speaking as the Chief Guest at the inception workshop, underscored the high-stakes ambition of the endeavor: "Understanding the soil carbon stock beneath the Sundarbans mangrove forest will strengthen our position at the climate negotiation table to realize carbon sequestration benefits and make us unique across the globe."


Unlocking the Wealth of "Blue Carbon"

For a nation on the frontlines of the global climate crisis, accurate data is worth its weight in gold. Recent ecological assessments reveal that the Bangladesh Sundarbans stores an astonishing 90 to 100 Teragrams (Tg) of blue carbon. But this treasure trove is under siege. Rising sea levels, creeping salinity, and shifting vegetation patterns threaten to destabilize this long-term storage capacity, turning a climate shield into a ticking clock.


Robust, irrefutable blue carbon data is the golden key needed to unlock international climate funds and results-based financing. By proving exactly how much carbon its soil holds, Bangladesh is positioning itself not just as a victim of climate change, but as an aggressive architect of global climate solutions.


As Dia Sanou, Deputy FAO Representative in Bangladesh, eloquently noted during the workshop: "Today’s workshop marks the beginning of a journey from data to knowledge, and from decisions to impact. The real measure will be whether this knowledge helps us make better management decisions, reduce pressure on the ecosystem, strengthen community resilience, and maintain the Sundarbans as a powerful natural climate solution."


From Data to Destiny

Science alone, however, cannot save the forest. The BCF project weaves ecological preservation with human survival, tackling the grassroots drivers of forest degradation head-on. The program is set to introduce climate-resilient fisheries and expand sustainable non-timber forest product (NTFP) supply chains, lifting the economic pressure that forces local communities to draw heavily on sensitive forest zones.


Chaired by Imran Ahmed, Conservator of Forests (Khulna Circle), and backed by academic powerhouses like Professor Dr. Md. Golam Hossain, Dean of the Life Science School at Khulna University, the initiative represents a unified front of government, academia, and international expertise.


As the soil core drills turn in the thick mud of the Sundarbans, Bangladesh is doing more than measuring the earth beneath its feet. It is rewriting its economic and environmental destiny, proving that the shadows of its ancient mangroves hold the light of a sustainable future.

SMC-cleaned rivers help mitigate flooding amid heavy rains; garbage remains a challenge

Major rivers cleaned and maintained by San Miguel Corporation (SMC) continued to carry large volumes of stormwater during sustained rains over the past two weeks, helping mitigate flooding in surrounding areas. 

SMC cleanup teams reported no major incidents of river overflow in most areas covered by the program, except along portions of the San Juan River on August 17, when exceptionally heavy rainfall pushed water levels beyond critical levels.

SMC Chairman and CEO Ramon S. Ang said rivers under the company’s long-running Better Rivers PH initiative, now aligned with the government’s Oplan Kontra Baha program, were better able to handle higher volumes of rainwater because of increased carrying capacity and improved flow.

Since 2020, SMC has removed accumulated silt, waste and other obstructions from major waterways, deepened and widened critical sections, and carried out regular maintenance cleanups, at no cost to government.

Ang said the recent rains also highlighted the difference between river flooding, which occurs when rivers overflow their banks, and localized drainage flooding, which can occur when intense rainfall overwhelms or cannot move efficiently through storm drains, canals, creeks and pipes because of blockages or inadequate drainage capacity.

According to DOST-PAGASA data, its Science Garden station in Quezon City recorded 201.7 millimeters of rain in just five hours on August 17, including 138.7 millimeters between noon and 2 p.m. For perspective, the five-hour total was already close to half of the 455 millimeters recorded at the same station during Tropical Storm Ondoy in September 2009, when the record rainfall fell over roughly nine hours.

The exceptionally heavy rainfall pushed the San Juan River beyond critical levels, with overflow observed near Barangays Tatalon and Talayan in Quezon City.

Farther downstream, however, no river overflow was observed in San Juan City and Mandaluyong, where SMC’s cleanup teams are nearing completion of maintenance dredging.

SMC has removed more than 442,700 metric tons of silt and waste from the San Juan River since 2022, including 322,700 tons from 2022 to 2024 and more than 120,000 tons from maintenance work that began in September 2025.

Along the Tullahan River, which runs from the La Mesa Dam through Quezon City and the CAMANAVA area before reaching Manila Bay, water levels remained below critical levels and no major river-related flooding was reported in nearby communities despite the heavy rains.

SMC has removed more than 1.3 million metric tons of silt and waste from the Tullahan River, including about 184,000 tons from ongoing maintenance work.

In Laguna, where Better Rivers PH has removed more than 775,000 metric tons of silt and waste, rivers in San Pedro, Biñan, Sta. Rosa and Cabuyao were also observed to be flowing well. No flooding was recorded on any portion of the South Luzon Expressway.

There was also no flooding at the Ninoy Aquino International Airport or in nearby communities following SMC’s cleanup of rivers and creeks around the airport in Parañaque City. More than 380,000 metric tons of silt and waste have been removed from Parañaque waterways under the program.

Flooding still occurred in other parts of Parañaque, including upstream areas outside SMC’s cleanup coverage, although floodwaters were observed to recede as conditions improved.

In Las Piñas City, where SMC is cleaning the Zapote and Las Piñas rivers, no major river-related flooding was recorded. Nearly 210,000 metric tons of silt and waste have so far been removed from the two waterways, helping improve their flow toward Manila Bay

At G. Araneta Avenue in Quezon City, historically one of the areas affected early during heavy rains, flooding still occurred but waters receded as conditions improved. SMC said continued maintenance cleanup has helped improve the flow of the San Juan River.

Other flood-control improvements have also contributed, including the opening of wall restrictions at the Matalahib Creek Pumping Station in Talayan, new drainage pipes installed by the Department of Public Works and Highways in Tatalon, and stormwater detention basins built by the Quezon City government.

As floodwaters subsided, however, SMC teams observed significant amounts of garbage along G. Araneta Avenue. Improperly disposed waste remains a significant contributor to localized flooding because it can clog drains, creeks and smaller waterways that carry stormwater toward major rivers.

“Cleaning up our rivers is a big help in mitigating floods, but it is not enough by itself. It is part of a bigger set of solutions,” Ang said. “The whole system has to work, from our drains and creeks to pumping stations, flood-control infrastructure and the major rivers that carry the water downstream.”

“We also have a role to play. Better-flowing rivers can move floodwaters out more quickly, but water still has to reach those rivers. We need to keep garbage out of our drains and waterways,” he added.

Since 2020, SMC has undertaken one of the country’s largest privately funded river cleanup programs. Better Rivers PH was aligned last year with the government’s Oplan Kontra Baha, a broader flood-mitigation effort led by the Department of Public Works and Highways and the Metropolitan Manila Development Authority, with other national agencies, local governments and the private sector.

As of August 18, Better Rivers PH has removed more than 9.387 million metric tons of silt and waste from over 204 kilometers of waterways across Metro Manila, Bulacan and Laguna. SMC recently expanded the program to the Visayas with the cleanup of the Butuanon River in Mandaue City, Cebu.
