Across the bustling bazaars of Dhaka, the towering construction sites of Mumbai, and the dense urban corridors stretching from the Maldives to Nepal, a quiet crisis is unfolding. It is a crisis measured not in sudden flashes of disaster, but in the slow, grinding erosion of human labor, economic potential, and everyday life.
According to a landmark report released by the World Bank on July 29, 2026—entitled A Livable Future: Protecting Jobs and Growth from Extreme Heat in South Asia's Cities—the region’s greatest threat isn’t arriving from the horizon. It is radiating upward from the pavement.
A Staggering Toll on Toil and Triumph
The numbers paint a portrait of a region running a fever. Right now, extreme heat is siphoning the lifeblood out of South Asia’s productivity, quietly bleeding the equivalent of nearly 31 million full-time jobs every single year.
For millions of outdoor laborers—construction workers paving the path of modernization, rickshaw pullers navigating gridlocked streets, street vendors trading beneath relentless skies—the workday has become a high-stakes endurance test. Heat stress doesn’t just cause discomfort; it steals hours, reduces cognitive focus, blunts physical output, and forces catastrophic choices between immediate survival and long-term health.
If current trajectories hold, the economic hemorrhage will only accelerate. The World Bank report warns that unchecked extreme heat could shrink South Asia’s economy by nearly 7 percent by 2050. And the human footprint of this crisis is expanding exponentially: by 2070, roughly 520 million people—four times the current population facing such conditions—will endure at least one month of dangerous, punishing heat every single year.
The Urban Crucible
South Asia’s cities are the engines of its economic promise, expected to absorb an incoming tide of 280 million working-age people by 2050. Yet, these very urban centers are morphing into concrete heat traps.
The report—spanning Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka—examines how rising temperatures ripple outward, crippling businesses, straining public services, warping infrastructure, and fracturing urban economies. When the thermometer climbs past safe thresholds, transit systems buckle, power grids groan under the weight of surging cooling demands, and workers are simply forced to stop.
The crisis is indiscriminate, threatening the very demographic dividend that was supposed to power South Asia into a prosperous mid-century. Without intervention, the cities meant to house the region's future workforce risk becoming uninhabitable furnaces.
Shifting from Crisis to Core Strategy
Yet, the report’s most urgent message is not one of inevitable doom, but of profound urgency and agency. The World Bank argues that heat resilience can no longer be treated as a seasonal inconvenience managed by temporary emergency responses. It must become a core pillar of development policy.
Solutions already exist, and forward-thinking cities across the region are proving that resilience is possible. Governments have a clear, actionable roadmap through existing institutions and financial mechanisms:
Investing in Heat-Resilient Infrastructure: Redesigning urban spaces with cool roofs, permeable pavements, expanded urban greenery, and natural shading to combat the urban heat island effect.
Fortifying Early Warning Systems: Enhancing Heat Action Plans to give workers, schools, and hospitals timely alerts before temperatures reach lethal thresholds.
Protecting Vulnerable Labor: Enforcing mandatory rest breaks, redefining outdoor work hours, and providing access to hydration and shade for the region's informal and formal workforce.
Expanding Sustainable Cooling: Scaling up energy-efficient, accessible cooling solutions that don't inadvertently trap more heat or overload struggling power grids.
Mobilizing Investment: Unlocking both public and private capital to fund the green transition of South Asian cities.
Backed by support from the UK Government’s Foreign, Commonwealth & Development Office—via its Climate Action for a Resilient Asia program—alongside the World Bank’s Global Facility for Disaster Reduction and Recovery and the City Resilience Program, the tools and insights are ready to be deployed.
A Choice for Tomorrow
South Asia stands at a historic crossroads. The cities of tomorrow can either be suffocating monuments to climate neglect, or they can transform into adaptive, competitive, and livable sanctuaries for hundreds of millions of people.
The heat is rising, and the margins for error are evaporating. But as the World Bank’s findings make clear, South Asia's cities cannot afford to wait—and with swift, decisive action, they don't have to.
