Conceived and engineered by the tireless researchers of the University of the Philippines Electrical and Electronics Engineering Institute (UP EEEI), and brought to life through the vital financial and strategic backing of the Department of Science and Technology’s Philippine Council for Industry, Energy, and Emerging Technology Research and Development (DOST-PCIEERD), this vessel represents a seismic shift in domestic transport technology.  

Its very name carries poetic weight. Rooted in the Diksyunaryong Filipino, “dalaray” evokes the natural flow of a stream or current, mirroring the invisible, powerful rush of electrons driving an electric circuit.  

Crafted as a sleek aluminum catamaran at a shipyard in Navotas, the M/B Dalaray is built to shoulder the demands of real-world commuting. Driven by twin 50-kilowatt electric motors and fueled by a robust 160-kilowatt-hour lithium-ion battery, the vessel cuts smoothly through the water at an efficient cruising speed of 8 knots. Capable of accommodating up to 40 passengers and a crew of three to five, it glides with an unfamiliar grace—minus the deafening roar of diesel engines and completely free of tailpipe emissions. Auxiliary features, from interior lighting to air conditioning, are supplemented by clean energy harvested from solar battery systems.  

A Symphony of Collaboration

The success of the M/B Dalaray is not just a technological triumph; it is a masterclass in institutional synergy. Bringing an indigenous watercraft from a computer simulation to the open river required the synchronized efforts of the Metro Manila Development Authority (MMDA), the Maritime Industry Authority (MARINA), and local marine experts.  

Strategically placed charging hubs—such as those at Escolta in Manila, Guadalupe in Makati, and Pinagbuhatan in Pasig—transform the Pasig River Ferry Service route into an eco-friendly transit corridor. It bridges cities, stitches communities together, and reimagines how millions move across the capital region.  

Shifting the National Tide

During his SONA, President Marcos underscored a sweeping national ambition: for electric vehicles to capture half of the country’s transport sector by 2040, bolstered by strategic policy moves like tariff removals to stimulate domestic assembly and green tech industries. Within this grand vision, the M/B Dalaray serves as the crown jewel of maritime modernization—proof that the Philippines does not merely have to import the future; it can engineer, build, and pilot it.  

The transition from research and development (R&D) to the national spotlight marks a psychological turning point for the country. It challenges the lingering notion that sophisticated green technology must always bear a foreign label.
